Peru has a rare thing: a political leader who won’t speak to the press

Peruvian president Pedro Castillo’s first year in office has been interesting to say the least. Since his election on 28 July 2021, he has faced two impeachment requests for alleged corruption for peddling influence to favour contractors in public works and “permanent moral incapacity”; he has survived both.

Unlike most media-hungry politicians, Castillo has gone silent – he hasn’t spoken to the press for more than 100 days. The last time was in February 2022 when he said “this press is a joke”. This silence seems to have no end in sight.

Gabriela García, a Peruvian journalist based in Lima with independent journalism portal Epicentro.TV, says Castillo has slammed the door closed on journalists in the country.

“The last time I think he was able to speak to journalists was during his campaign. And then began a lot of corruption in his circle with his ministers. He knows there are reasons to investigate him, so he is silent because he is afraid,” says García.

According to Garcia, Castillo is not fulfilling promises he made during the presidential campaign – to work for the poorest, that he would respect the press and would strengthen women’s rights. If anything, he is doing the exact opposite.

Like many around the world, Peruvians are facing a rising cost of living and many people are starving.

“I was not against him at the beginning of the campaign, I really thought it was an opportunity for the poorest. All decisions are made and rely on Lima, but we have another Peru that is forgotten. I am very disappointed with this”, says García, referring to the 195 provinces outside the capital.

Garcia’s disappointment is shared by fellow Peruvian journalist Luís Burranca.

“We are witnessing possibly the most corrupt government since Alberto Fujimori in the early 2000s,” says Burranca. “There are already four prime ministers who have held office in just a year and we have a former minister of transport and communications on the run from justice”. The former minister, Juan Silva, has been accused of irregular acts in public tenders for works and corruption and there is currently a 50,000 soles (£10,000) reward for information on his whereabouts.

The lack of communication with the president and the parliament itself makes the work of the press very difficult. Cameras are not accepted inside the Peruvian parliament, for example.

The relationship between press and presidents in Peruvian was previously stable, says Garcia. She has always worked closely with the government, while at the same time asking politicians difficult questions.

“Presidents might not like it, but they’d let us do our jobs,” she says. “Alejandro Toledo and Ollanta Humala were able to understand that they were the presidents, so they couldn’t insult anyone. They were more aware of their roles, about the presidential hierarchy.”

“Castillo doesn’t understand the work of the press. He doesn’t know why an independent press is so important. He thinks we have to be nice and easy. He’s lucky to be where he is, but he’s not prepared at all,” she says.

The difficulties in reporting on Peru’s politics is not confined to government – there is a far-right group in Peru today that is a particular problem for journalists and anyone on the other side politically. La Resistencia was created in 2018 by people who identify themselves as Christians and “defenders of the homeland”. They consider themselves “albertists”, as they seek to follow in the footsteps of Alberto Fujimori, president of Peru between 1990 and 2000 and who was convicted of crimes against humanity. La Resistencia’s ideology is based on authoritarianism, conservatism and opposition to communism and LGBT rights.

“They are untouchable and aggressive towards journalists,” says Garcia. “They are being investigated, but nothing has happened so far. We don’t know who gives them money. They say they are independent, but we don’t believe them. They are a problem for everyone.”

Despite the challenges, García believes that the independent press is growing stronger in the country.

“We are fighting for independence. We know it’s not the same thing as traditional television with a lot more money. We’re fighting with this [she shows her pen] and nothing else.”

Against this backdrop, Garcia is “more afraid than ever for democracy” in Peru.

“It’s a broken country, with far-right and far-left ideas colliding all the time. We are closer to the edge than ever before,” she said.

Roberto Uebel, professor of international relations at Brazil’s Superior School of Propaganda and Marketing (ESPM) of Porto Alegre in Brazil, believes a free press is vital for democracy.

“In Latin America, there has always been distrust from governments regarding the work of the press. The idea of ​​a persecution that does not exist, this is very particular to the Latin American political context, a relationship of distrust between political actors and the press”.

Yet many leaders in Latin America engage with media. Nicaragua and Venezuela’s leftist regimes have a relationship with the press, albeit a state press. Chile and Argentina’s presidents have an open relationship with journalists.

“In the case of Peru, it is a more left-wing regime and does not have such a positive relationship. A hundred days without talking to the press,” says Uebel. “This dichotomy is very dangerous, the left regime is more open, right regimes are more closed. It depends much more on the political figure in power than on the type of regime”.

Whether Castillo will complete his full term is open to question.

Since Ollanta Humala left office in July 2016, most of his successors have faced repeated impeachment attempts, setting an average for Peruvian presidents of just one and a half years in office, says Uebel. Martin Vizcarra, for example, ruled the country between March 2018 and November 2020, stepping down after an impeachment process for “moral incapacity” and accused of influence peddling and corruption during his term as regional governor of Moquegua.

“The idea of ​​a constant impeachment has already been institutionalised in Peru,” says Uebel.

García says she doesn’t believe that Castillo will finish his full term.

“All the ministers being investigated for corruption are close to him. We have food shortages in this poor country that has faced two years of a pandemic. The government is weakened.”

Faced with growing disillusionment in his abilities and the ever-present threat of impeachment, Castillo may not be able to remain silent forever.

Awards nominees “celebrate those on the front line in the fight to protect freedom of expression around the world”

Index on Censorship has today (Monday, 16 May) announced the nominees for the Freedom of Expression Awards, celebrating those courageous artists, journalists and campaigners who risk arrest, assault and imprisonment through their championing of freedom of expression.

Awards will be presented in three categories: the arts, campaigning, and journalism, as well as a Trustees Award. This year’s panel of judges consists of multi-award-winning artist Alison Jackson, artist and writer Coco Fusco, journalist Ben Preston, and Chair of the Index Board of Trustees Sir Trevor Phillips. 

The shortlisted candidates for the Arts award are:

  • Yemeni artist Thiyazen Al-Alwai, whose street art aims to raise awareness of the war in Yemen and the impact on ordinary Yemenis
  • Mohammed ‘Moe’ Moussa, journalist, podcaster, poet, and founder of the Gaza Poet Society which attempts to amplify the voices of ordinary and struggling Palestinians
  • Hamlet Lavastida, a Cuban artist who documents human rights abuses and highlights Cuban cultural resistance.

The shortlisted candidates for the Campaigning award are:

  • Venezuela Inteligente, a non-profit organisation working to improve engagement online and offline among civil society and media organisations in Venezuela
  • Malcolm Bidali, aka Noah, who was imprisoned in Qatar after raising awareness of the poor living and working conditions of migrant workers
  • OVD-Info, a human rights project documenting cases of protest and arrest in Russia, particularly relating to anti-war protests.

The shortlisted candidates for the Journalism award are:

  • Russian journalist and podcaster, Sonya Groysman, who has been labelled a “foreign agent” by Russian authorities
  • Kashmiri journalist Bilal Hussain who has been increasingly outspoken on issues of censorship as a consequence of the Covid-19 pandemic;
  • Huang Xueqin (Sophia), a Chinese journalist, who has reported on the abuse of women in China in the wake of the #MeToo movement.

Several of our nominees have experienced imprisonment for their activism; Xueqin is in detention in China, Sonya has been imprisoned and is currently in exile in Turkey, Hamlet is in exile in Europe following incarceration, Malcolm has previously been imprisoned. Despite the threats and the risks, these brave individuals continue to fight against censorship.

Nominees for the 2022 Freedom of Expression Awards – Campaigning

Venezuela Inteligente (VE inteligente) is a non-profit organisation which works to empower civil society and media organisations in Venezuela. They fight for freedom of expression and civic engagement online and offline.

The situation for democratic institutions in Venezuela has deteriorated dramatically in the last few years with harsh crackdowns on independent media and political dissent. In response, activist Andres Azpurua established VE Inteligente to investigate and monitor internet censorship in Venezuela. VE Inteligente seeks to increase civic engagement and access to reliable information. They monitor media freedoms online and provide individuals and civil organisations with the tools needed to navigate online spaces safely. VE Inteligente has provided reports on internet censorship and other online threats in Venezuela to UN bodies and has collaborated with election observation missions to the country.

Through various workstreams, VE Inteligente aims to protect civic rights and freedom of expression online. Their watchdog project VE sin filtro (Venezuela without a filter) monitors online censorship and surveillance and their campaign ‘Como Votar?’ (How to vote) offers step-by-step instructions on voting processes and voters rights. VE Inteligente also creates tools, tutorials, and training on how to avoid censorship and how to communicate securely online.

VE Inteligente have recorded that the media landscape in Venezuela is increasingly restrictive. 40 news websites are currently blocked in Venezuela and misinformation is prevalent. VE Inteligente hopes to mitigate the restrictions and help encourage free expression and media freedom in Venezuela.

Malcolm Bidali is a labour rights defender and blogger from Kenya. In 2021, Bidali was arrested after writing about the realities of being an immigrant worker in Qatar.

Malcolm was working as a security guard in Qatar and grew frustrated with poor living and working conditions. In order to speak out about the situation, Malcolm reached out to Migrant-Rights.org and began writing for them about his experiences under the pen-name Noah. He also began his own blog and social media accounts with the handle ‘Noah articulates’. He wanted to document and expose the exploitation and human rights violations migrant workers are subjected to in Qatar. 

Malcolm was writing anonymously, and he had to be very careful about revealing information about his online activity to friends, family, or colleagues. In March 2021 he posted a blog post discussing Her Highness Sheikha Moza bint Nasser’s complicity in the mistreatment of migrant workers working on a particular project that she frequented. Soon after, he was detained. Malcolm was denied access to a lawyer and spent 28 days in solitary confinement. He was finally released after three months in detention. He was forced to pay a fine and asked to leave Qatar. He fears that he will be detained again if he ever returns to Qatar. 

After being released, Malcolm returned to Kenya where he continues to advocate for migrant rights. He has worked with Amnesty Kenya as a trainee and consultant and he hopes to set up an NGO run by and for former migrant workers in the Gulf countries

Malcolm compares activism to an extreme sport – there are risks involved, but it gives him purpose. He feels compelled to speak up on behalf of those who are silenced. 

OVD-Info is an independent human rights media project documenting political persecution in Russia. With the help of a hotline, they collect information about detentions at public rallies and other cases of political pressure, publish news and coordinate legal assistance to detainees.

The organisation was set up in 2011 to document arrests during the widespread anti-fraud protests. Initially, groups of journalists and specialists collected and published information about the arrests on social media. As the organisation grew and became more structured they eventually set up a website. The organisation has now evolved to offer legal guidance and support to people arrested at peaceful protests in Russia.

Over the last year, censorship has increased in Russia with many media sites blocked. In September 2021, OVD-Info was labelled as a ‘foreign agent’ by Russian authorities. This means that the organisation must add a disclaimer to any work they publish:  “THIS NEWS MEDIA/MATERIAL WAS CREATED AND/OR DISSEMINATED BY A FOREIGN MASS MEDIA PERFORMING THE FUNCTIONS OF A FOREIGN AGENT AND/OR A RUSSIAN LEGAL ENTITY PERFORMING THE FUNCTIONS OF A FOREIGN AGENT.” Their website was later blocked by Russian authorities because they claimed that news about detained people glorified terrorism and extremism. 

During the ongoing war in Ukraine and associated anti-war protests in Russia, OVD-Info’s work is more important than ever. Within the first 10 days of the war, OVD-Info registered more than 13,000 arrests at anti-war protests in Russia. In March 2022, Marina Ovsyannikova interrupted the Russian state Channel One while holding a sign saying “Stop the war. No to war.” Following her on-screen protest, OVD-Info released a pre-recorded video by Ovsyannikova where she explained her motivations. 

Despite a highly unpredictable situation and persistent censorship, OVD-Info continue to support detained and persecuted protesters in Russia.

Major public protest in Cuba might be turning point for free expression

[vc_row][vc_column][vc_single_image image=”115928″ img_size=”full” add_caption=”yes”][vc_column_text]In the middle of the night on 28 November, 32 Cuban artists emerged from a five-hour meeting with officials of the Ministry of Culture. They had called on the Cuban government to refrain from harassing independent artists, to stop treating dissent as a crime, and to cease its violence against the San Isidro Movement, a group of artists and activists that had staged a hunger strike to protest the arrest and sentencing of a young rapper. The news of the encounter was shared with a crowd of about 300 artists, writers, actors and filmmakers who had stood outside for more than 12 hours to pressure ministers to open their doors. Nothing like this had ever happened before on the island.

Cubans may complain about food shortages and other restrictions on their lives, but members of elite professions rarely stick their necks out to defend anyone that the state labels a dissident. It is unheard of to exhort Cuban officials to listen to their most vocal critics in person. Although the artists of the San Isidro Movement were known to many, harassment of the group had not generated a major outcry. But in the past three years the Cuban government has issued laws imposing restrictions on independent art, music, filmmaking, and journalism, incurring the anger of many creators. When they saw live streamed videos of the weakened hunger strikers being attacked by security agents disguised as health workers, they decided that enough was enough.

“This is the first time that artists and intellectuals in Cuba are challenging the constitution,” said Cuban historian Rafael Rojas in a radio broadcast. “Their emphasis on freedom of expression and association challenges the legal, constitutional, and institutional limits of the Cuban political system.” In an interview with journalist Jorge Ramos, artist Tania Bruguera said the uprising started because, “a group of Cuban artists have gotten tired of putting up with being abused, harassed and pursued by police because of their political views and for their independence from state institutions.”

Within 48 hours, the Cuban government began to renege on verbal promises made at the meeting not to harass the protesters. President Diaz-Canel, Foreign Minister Bruno Rodriguez, Minister of Culture Alpidio Alonso, and Casa de las Americas director Abel Prieto all tweeted defamatory statements about the protesters. Cuban state television aired several programmes lambasting the San Isidro Movement, Tania Bruguera, and journalist Carlos Manuel Alvarez as mercenaries paid by the USA to destabilise the revolution. Bruguera and Luis Manuel Otero Alcantara were threatened by state security and detained for walking outside. Police blocked off and guarded the street where the Ministry of Culture is located. Several activists and independent journalists were placed under house arrest. Police shut down the headquarters of INSTAR, Tania Bruguera’s International Institute of Artivism. The San Isidro Movement was accused on Cuban television of breaking the windows of a hard currency store, but it was soon revealed that the man who committed the act was an agent provocateur working for Cuban police.

The protests come at a moment when the Cuban government has been shaken by the colossal loss of tourism revenue during the pandemic, the dwindling support from Venezuela, and the tightening of the US trade embargo during the Trump years. It was a sign of weakness that officials ceded to the demand for a face-to-face encounter with protesters.

But the state’s reaction is not surprising. Cultural Ministry officials are expected to respond to the demands of the Communist Party and State Security, not to citizens organised outside state sanctioned organisations. The slanderous campaigns on state television and social media are intimidation tactics aimed at preventing more Cubans from rising up. And it is also not unusual for the Cuban government to clamp down on dissent during economic downturns, as happened after the failed 10-million-ton harvest in 1971 and after the fall of the Berlin Wall in 1989.

What is extraordinary is that young Cuban intellectuals and artists have chosen to air their grievances publicly and collectively, and to support each other regardless of divergent political opinions. They have not been seduced by promises of favourable treatment from the state in exchange for silence, nor are they succumbing to the self-doubt that police states are so adept at inculcating in the citizenry. Most importantly, despite persistent police harassment, they are not giving up. They have adopted a name–27N–in commemoration of the day they first came together. A few members of the San Isidro Movement are part of 27N, but the group also includes representatives of other cultural fields that participated in the mass protest. 27N has formed subcommittees to attend to various tasks, from media relations to visual documentation to legal consultations.

27N continues to prepare for the next session with officials. They posted an initial list of demands in an online petition: political freedom for all Cubans, the release of the rapper Denis Solís, the cessation of state repression of artists and journalists who think differently, the cessation of defamatory media campaigns against independent artists, journalists and activists because of their political views, and the right to and respect for independence. On 27 November, Cuban officials promised a second meeting, but on 4 December the Ministry of Culture terminated the dialogue due to an “insolent” email from the protesters, who had requested to have a lawyer present and asked that harassment against them cease. Instead, the Ministry convened a meeting with small group of artists that were deemed to be loyal to the revolution. A 27N meeting at the Institute of Artivismo (INSTAR) in Havana.

The retreat may have been a result of orders from higher ranking officials as famous Cuban folk singer Silvio Rodriguez suggested. Rodriguez, considered by many to be an apologist for the regime, nonetheless understands that the officials in the cultural ministry were engaging in a defensive, though morally illegitimate, political move.

It is not surprising that prominent but independently minded Cuban artists and intellectuals such as singers Carlos Varela and Haydee Milanés have voiced support for the protesters. But it was nothing short of astonishing that the regional chapters of the Union of Cuban Artists and Writers (La Unión de Escritores y Artistas de Cuba, UNEAC) and the Hermanos Saíz Brigade on the Island of Pines posted a message of solidarity with the San Isidro Movement on 7 December on Facebook, decrying the Cuban government’s defamatory campaigns, writing on Facebook, “We will not advance toward a dialogue and mutual respect by resorting to dismissive insults.” Cuba’s political culture does not embrace public expressions of dissent within its ranks, nor do regional representatives of organization tend to speak out about activities in the capital.

Changes in Cuban culture played a significant role in the November 27 protest. For the young Cubans who rose up in rebellion, their smartphones are weapons they use both to inform and defend themselves. The legalisation of cell phone possession in 2008 and the opening of phone-based internet access in 2018 utterly transformed Cuban public discourse. Young Cubans use Facebook as an alternative public sphere in which to share news, air grievances, galvanise support for causes and cast aspersions on their leaders. Official state media has been upstaged. Cuba’s leaders are being thrust into arguments with disgruntled citizens on social media – and their responses are undignified to say the least. The Cuban government tries to block access to opposition media, but young Cubans fight back with VPN networks and mirror sites. In her daily podcast, Yoani Sánchez explains to listeners how to use a VPN. Dozens of independent journalism publications and streaming channels have blossomed on the internet, providing Cubans with news and views that would never appear in state media.

Communication between Cuban exiles and islanders is fluid and constant, signalling a complete breakdown of the state’s effort to drive a wedge between those inside and outside the country. Cubans have grown more emboldened by being able to see what others like them do and by witnessing what the state does to other Cubans. WhatsApp chats facilitate the creation of organisations based on special interests, including Cuban doctors on medical missions who share information about the oppressive labour conditions and constant surveillance they experience. The island now has independent animal rights groups, LGBTQ groups, feminist groups and anti-racist groups, all of which have organised smaller protests in recent years using social media.

The Cuban government continues to dismiss all forms of dissent on the island as the works of mercenaries trained, financed and mobilised by the United States government as part of a long-term regime change strategy. More than a few progressives outside Cuba parrot that rhetoric or at least feel obligated to prioritise their condemnation of US policies over concerns about Cubans’ civil rights. Many Cubans and Cuban-Americans, myself included, would argue that it is a mistake to rationalise or diminish the Cuban government’s repression of civil liberties and blame the embargo for the government’s stance toward its citizens. While USAID has awarded $16,569,889 for Cuba pro-democracy efforts since 2017, including financing of some of the opposition media, not all Cuban media beyond the island government’s control was invented by the CIA, nor is all Cubans’ opposition to their government a product of American meddling. Cubans do not need the United States to “help” them develop critical views of their government. “Anger rather than fear is the widespread sentiment among Cubans—a constant, built-in discomfort,” writes Carlos Manuel Alvarez. “We’re fed up with blind, doctrinaire zeal. Navigating Communism is like trying to cross a cobblestone road in high heels, trying not to fall, feigning normalcy. Some of us end up twisting our ankles.”

Most complaints of police repression, domestic violence, animal mistreatment, food shortages and poor public services in Cuba come from ordinary Cuban citizens who post their grievances on Facebook. No American planes are dropping leaflets from the sky to provide instructions. Cuban exiles send billions of dollars to relatives and friends each year, and much of that money pays for cell phones, internet, computers and other tech equipment that allow islanders to send and receive information. Important opposition media outlets, such as 14yMedio and CiberCuba, are entirely privately financed. Tania Bruguera and Yoani Sanchez have made a point of not accepting any funding from the US government, and savvy musicians and filmmakers use crowd funding campaigns to support their projects. The bulk of US State Department funding for Cuba-related activities stays in Miami, where media companies, publishers and cultural promoters can operate freely.

Cuban citizens may have limited legal rights, but they do not lack agency; they choose to apply for foreign grants or to work for media outlets funded by American sources. I do not make these points because I favour US-backed regime change –  I am arguing for a more nuanced understanding of the dynamics that are leading to more frequent, more visible and more organised protests in Cuba. I am also arguing against the Cuban government’s position that does not differentiate between a CIA-financed assassin and an independent journalist who writes a brilliant essay about Cuba’s public health system, or an artist who recites poetry outside a police station.

The recent confrontation at the Ministry of Culture raised the hopes of many Cubans around the world. It also generated skepticism from those who say that dialogue with the Cuban government is futile, and that artists don’t have the knowhow to bring about political change. It’s worth recalling that the Charter 77 civic movement in former Czechoslovakia started in response to the arrest of a psychedelic rock band. The myth of Cuba as a political utopia is the revolution’s jugular: it draws tourist dollars and foreign aid, but its claim to truth is undermined by the harsh lived realities of 11 million citizens. Cuban artists and intellectuals have been enjoined to sustain that myth for 60 years. Their collective refusal to do now is a clear sign that change is on the horizon.
