Authoritarian leaders know their history. They also know the history they would like you to know. They are aware, perhaps more than anyone else, that choosing images and stories from the past to align and amplify the ways a country is run can be a terribly powerful tool.
As Canadian historian Margaret MacMillan discussed with Index for this issue, dictators have been aware of the power of history to make their arguments for centuries. From the first Chinese emperors to today’s leaders – China’s Xi Jinping and Turkey’s Recep Tayyip Erdogan, among others – the selection of historical stories which reflect their view of the world is revealing.
“The thing about history is if people know only one version then it seems to validate the people in power,” said MacMillan.
But if you know more, you can use that information to make informed decisions about what worked in the past – and what didn’t – allowing people to learn and move on.
And right now, historical validation is an active part of the political playbook. In Russia, Vladimir Putin is a big fan of the tale of the great and powerful Russia. And what he doesn’t like are people who don’t sign up to his version of history.
Even asking questions about the past can provoke anger at the top. It interferes with the control, you see.
In 2014, Dozhd TV had an audience poll about whether Leningrad should have surrendered to the Nazis during World War II. Immediately there were complaints, as Index reported at the time. The station changed the wording of the question almost immediately, but within months various cable and satellite companies had dropped Dozhd from their schedules. Question and you shall be pushed out into the cold.
From the start, this magazine has covered how different countries have attempted to control the historical knowledge their citizens receive by limiting the pipeline (rewriting textbooks or taking history off the syllabus completely, for instance); using social pressure to make certain views taboo; and, in extreme cases, locking up historians or making them too afraid to teach the facts.
In our Winter 2015 issue, we covered the story of a Palestinian teacher who took his students to visit Nazi concentration camps in Poland because he felt they should know about the Holocaust. But not everyone agreed. While he was on the trip, there were demonstrations against him, his office was stormed and his car was torched. Later there were threats against his family. To escape the danger, he and his family had to move abroad. The teacher, Mohammed Dajani Daoudi, who wrote about his experiences for the magazine, said: “My duty as a teacher is to teach – to open new horizons for my students, to guide them out of the cave of misconceptions and see the facts, to break walls of silence, to demolish fences of taboos.”
What an incredibly brave vision for a teacher to have in the face of a mob of people who would seek to damage his life, and that of his family, to show how much they disapproved of what he was trying to do.

Dajani Daoudi is not alone in fighting against the odds to bring research, open thinking and a wide base of knowledge to students. But, as our Spring 2018 issue shows, the odds are starting to stack up against people like him in an increasing number of places.
In 2010, Maureen Freely wrote a piece called Secret Histories for this magazine, about Turkish laws that had kept most of its citizens in the dark about the killings of a million Armenians in the last years of the Ottoman empire, and how those laws were enforced by making certain things – including criticising the legacy of modern Turkey’s founding father, Mustafa Kemal Atatürk – illegal.
Turkey’s government today has just passed a law making mention of the word “genocide” an offence in parliament, as our Turkish correspondent, Kaya Genç, reports on page 22.
But censoring history is not the only way to go about establishing inaccuracies and ill-informed attitudes about the past. Another option is to spin it.
Resisting Ill Democracies in Europe, the excellent report from the Human Rights House Network, acknowledges that a common thread in countries where democracy is weakening is the “reshaping of the historical narrative taught in schools”. In Poland, the introduction of a Holocaust law means possible imprisonment for anyone who suggests Polish involvement in the Holocaust or that the concentration camps were Polish. In Hungary, the rhetoric of the ruling party is to water down involvement of its citizens in the Holocaust and to rehabilitate the reputation of former head of state Miklós Horthy.
At the same time as undermining public trust in the media, governments in this spin cycle seek to stigmatise academics, as well as close down places where open or vigorous debate might take place. The result is often the creation of a “them and us” mentality, where belief in the avowed historical take is a choice of being patriotic or not.
As the HRHN report suggests, “space for critical thinking, independent research and reporting and access to objective and accurate information are pre-requisites for informed participation in pluralistic and diverse societies” and to “debunk myths”.
However, if your objective is not having your myths debunked then closing down discussions and discrediting opposition voices is the ideal way to make sure the maximum number of people believe the stories you are telling.
That’s why historians, like journalists, are often on the sharp end of a populist leader’s attack. Creating a nostalgia for a time where supposedly the garden was rosy and citizens were happy beyond belief often forms another part of the political playbook, alongside creating a false history.
Another tactic is to foster a sense that the present is difficult and dangerous because of change and because of threats to “traditional” values; and a sense that history shows a country as greater than it is today. The next step is to find a handy enemy (migrants and LGBT people are often targets) to blame for that change and to stoke up anger.
Access to the past matters. Knowledge of what happened, the ability to question the version you are receiving, and probing and prodding at the whys and wherefores are essentials in keeping society and the powerful on their toes.

Latin America is home to a growing number of independent publications, like Venezuela’s Efecto Cocuyo, that do not depend on government advertising
With general elections scheduled in six Latin American countries this year, and another six to follow in 2019, the relationship between the media and democracy could have a major impact on the future of the region. However, mounting financial pressures are robbing many media outlets of their objectivity and forcing them to toe pro-government lines.
With traditional advertising revenue in decline, Latin American governments are using vast publicity budgets to keep cash-strapped publications afloat. In return, the media are expected to portray their benefactors in a favourable light.
According to the NGO Freedom House, much of the media in Brazil, Colombia, Ecuador, Honduras and Mexico is heavily dependent on government advertising, resulting in widespread self-censorship and collusion between public officials, media owners and journalists.
“The history of journalism in Latin America is a history of collusion between the press and powerful people,” said Rosental Alves, a Brazilian journalist and founder of the Knight Center for Journalism in the Americas, in an interview with Index. Sections of the media have become subservient, he explained, as any critical coverage could be punished with audits or a loss of advertising revenue.
Financial pressures on the media are particularly pronounced in Venezuela. Alves observed that the Nicolás Maduro regime has applied “waves of censorship” to the media by first decrying it as “the enemy of the people” and then buying up media companies to “make them friendly.”
Freedom House notes that “although privately owned newspapers and broadcasters operate alongside state outlets, the overall balance has shifted considerably toward government-aligned voices in recent years. The government officially controls 13 television networks, dozens of radio outlets, a news agency, eight newspapers, and a magazine.”
This is compounded by Venezuela’s severe economic problems and the virtual government monopoly on newsprint supplies that have led to newspaper closures, staff cutbacks and reduced circulation of critical media.
Mexico’s government has taken the more subtle approach of co-opting swathes of the media through unprecedented expenditure on advertising. According to the transparency group Fundar, President Enrique Peña Nieto has spent almost £1.5 billion on advertising in the past five years, more than any president in Mexican history. On top of that, state and municipal administrations have also spent millions on publicity in local media.
Darwin Franco, a freelance journalist in Guadalajara, told Index that government spending has led to some publications telling reporters “who they can and cannot criticise in their work.”
Then there is the infamous chayote, a local term for bribes paid to journalists in return for favourable coverage. Franco said Mexican reporters are particularly vulnerable to economic pressures or under-the-table incentives because it’s so hard for them to make a living.
“Freelance journalists in Mexico don’t receive the benefits that employees are legally entitled to,” he said. “National media outlets — and even some international ones — pay us minimal fees for stories, which in some cases don’t even cover the costs of reporting.”
Franco, who also teaches journalism at a local university, added that many reporters take on second jobs to supplement their income. With Mexican journalists making less than £450 per month on average, he acknowledged that “there may be people who are tempted” to take money from the government.
Despite these financial pressures, Alves is encouraged by the technology-driven democratisation of the media across Latin America, with increased internet penetration and the affordability of smartphones allowing people who could not afford computers to access nontraditional media for the first time.
These include rudimentary blogs, social media accounts and more sophisticated media startups, Alves said, with countries like Argentina, Brazil, Colombia, Mexico and even Venezuela home to a growing number of independent publications that do not depend on government advertising.
“We are living a time of the decline of advertisements as the main source of revenue for news organisations. On the one hand you have this huge decline in traditional advertising because of Google and Facebook getting all this money, and on the other hand you see the virtual disappearance of the entry barriers for becoming a media outlet,” Alves noted.

This survey aims to take a snapshot of how financial pressures are affecting news reporting. The openMedia project will use this information to analyse how money shapes what gets reported – and what doesn’t – and to advocate for better protections and freedoms for journalists who have important stories to tell.

Commercial pressures on the media? Anti-establishment critics have a ready-made answer: of course, journalists are hostage to the whims of corporate owners, advertisers and sponsors. «Espero que el gobierno no se deje llevar por la tentación autoritaria de bloquear el acceso a internet y arrestar a activistas», contaba el bloguero y activista mexicano Alberto Escorcia a la revista de Index on Censorship.
Escorcia acababa de recibir una serie de amenazas por un artículo que había escrito sobre el reciente descontento social en el país. Al día siguiente, las amenazas se agravaron. Invadido por una sensación de ahogo y desprotección, comenzó a planear su huida del país.
Son muchas las personas preocupadas por el estado de la libertad de expresión en México. Una economía estancada, una moneda en caída libre, una sangrienta narcoguerra sin final a la vista, un presidente extremadamente impopular y la administración beligerante de Donald Trump recién instalada en EE.UU. al otro lado de la frontera están generado cada vez más presión a lo largo de 2017.
Una de las tensiones principales es el propio presidente de México. Los cuatro años que lleva Enrique Peña Nieto en el cargo han traído un parco crecimiento económico. También se está dando un resurgir de la violencia y de los escándalos por corrupción. En enero de este año, el índice de popularidad del presidente se desplomó al 12%.
Para más inri, los periodistas que han intentado informar sobre el presidente y sus políticas han sufrido duras represalias. Por ejemplo, 2017 comenzó con agitadas protestas en respuesta al anuncio de Peña Nieto de que habría un incremento del 20% en los precios de la gasolina. Días de manifestaciones, barricadas, saqueos y enfrentamientos con la policía dejaron al menos seis muertos y más de 1.500 arrestos. El Comité para la Protección de los Periodistas ha informado que los agentes de policía golpearon, amenazaron o detuvieron temporalmente a un mínimo de 19 reporteros que cubrían la agitación en los estados norteños de Coahuila y Baja California.
No solo se han silenciado noticias; también las han inventado. La histeria colectiva anegó la Ciudad de México a consecuencia de las legiones enteras de bots de Twitter que comenzaron a incitar a la violencia y a difundir información falsa sobre saqueos, cosa que provocó el cierre temporal de unos 20.000 comercios.
«Nunca he visto la ciudad de esa manera», confesó Escorcia por teléfono desde su casa en la capital. «Hay más policía de lo normal. Hay helicópteros volando sobre nosotros a todas horas y se escuchan sirenas constantemente. Aunque no ha habido saqueos en esta zona de la ciudad, la gente piensa que está sucediendo por todas partes».
Escorcia, que lleva siete años investigando el uso de bots en México, cree que las cuentas falsas de Twitter se utilizaron para sembrar el miedo y desacreditar y distraer la atención de las protestas legítimas contra la subida de la gasolina y la corrupción del gobierno. Dijo que había identificado al menos 485 cuentas que constantemente incitaban a la gente a «saquear Walmart».
«Lo primero que hacen es llamar a la gente a saquear tiendas, luego exigen que los saqueadores sean castigados y llaman a que se eche mano del ejército», explicó Escorcia. «Es un tema muy delicado, porque podría llevar a llamamientos a favor de la censura en internet o a arrestar activistas», añadió, apuntando que la actual administración ya ha pasado por un intento fallido de establecer legislación que bloquee el acceso a internet durante «acontecimientos críticos para la seguridad pública o nacional».

Días después de que el hashtag de «saquear Walmart» se hiciera viral, Benito Rodríguez, un hacker radicado en España, contó al periódico mexicano El Financiero que le habían pagado para convertirlo en trending topic. Rodríguez explicó que a veces trabaja para el gobierno mexicano y admitió que «tal vez» fuera un partido político el que le dio dinero para incitar al saqueo.
La administración de Peña Nieto lleva mucho tiempo bajo sospecha de utilizar bots con objetivos políticos. En una entrevista con Bloomberg el año pasado, el hacker colombiano Andrés Sepúlveda afirmaba que, desde 2005, lo habían contratado para influir en el resultado de nueve elecciones presidenciales de Latinoamérica. Entre ellas, las elecciones mexicanas de 2012, en las que asegura que el equipo de Peña Nieto le pagó para hackear las comunicaciones de sus dos rivales principales y liderar un ejército de 30.000 bots para manipular los trending topics de Twitter y atacar a los otros aspirantes. La oficina del presidente publicó un comunicado en el que negaba toda relación con Sepúlveda.
Los periodistas de México sufren también la amenaza de la violencia de los cárteles. Mientras investigaba Narcoperiodismo, su último libro, Javier Valdez —fundador del periódico Ríodoce— se dio cuenta de lo habitual que es hoy día que en las ruedas de prensa de los periódicos locales haya infiltrados chivatos y espías de los cárteles. «El periodismo serio y ético es muy importante en tiempos conflictivos, pero desgraciadamente hay periodistas trabajando con los narcos», relató a Index. «Esto ha complicado mucho nuestra labor. Ahora tenemos que protegernos de los policías, de los narcos y hasta de otros reporteros».
Valdez conoce demasiado bien los peligros de incordiar al poder. Ríodoce tiene su sede en Sinaloa, un estado en una situación sofocante cuya economía gravita alrededor del narcotráfico. «En 2009 alguien arrojó una granada contra la oficina de Ríodoce, pero solo ocasionó daños materiales», explicó. «He recibido llamadas telefónicas en las que me ordenaban que dejase de investigar ciertos asesinatos o jefes narcos. He tenido que suprimir información importante porque podrían matar a mi familia si la mencionaba. Algunas de mis fuentes han sido asesinadas o están desaparecidas… Al gobierno le da absolutamente igual. No hace nada por protegernos. Se han dado, y se dan, muchos casos».
Pese a los problemas comunes a los que se enfrentan, Valdez lamenta que haya poco sentido de la solidaridad entre los periodistas mexicanos, así como escaso apoyo de la sociedad en general. Además, ahora que México se pone en marcha de cara a las elecciones presidenciales del año que viene y continúa peleándose con sus problemas económicos, teme que la presión sobre los periodistas no haga más que intensificarse, cosa que acarreará graves consecuencias al país.
«Los riesgos para la sociedad y la democracia son extremadamente graves. El periodismo puede impactar enormemente en la democracia y en la conciencia social, pero cuando trabajamos bajo tantas amenazas, nuestro trabajo nunca es tan completo como debería», advirtió Valdez.
Si no se da un cambio drástico, México y sus periodistas se enfrentan a un futuro aún más sombrío, añadió: «No veo una sociedad que se plante junto a sus periodistas y los proteja. En Ríodoce no tenemos ningún tipo de ayuda por parte de empresarios para financiar proyectos. Si terminásemos en bancarrota y tuviésemos que cerrar, nadie haría nada [por ayudar]. No tenemos aliados. Necesitamos más publicidad, suscripciones y apoyo moral, pero estamos solos. No sobreviviremos mucho más tiempo en estas circunstancias».
Escorcia, que se enfrenta a una situación igualmente difícil, comparte su sentido de la urgencia. Sin embargo, se mantiene desafiante, como en el tuit que publicó tras las últimas amenazas que recibió: «Este es nuestro país, nuestro hogar, nuestro futuro, y solo construyendo redes podemos salvarlo. Diciendo la verdad, uniendo a la gente, creando nuevos medios de comunicación, apoyando a los que ya existen, haciendo público lo que quieren censurar. Así es como realmente podemos ayudar».
