Borders – not so great for free speech, but not so bad for music it turns out. This is the theme of our latest playlist, which ties in with the autumn 2019 Index on Censorship magazine. The magazine looks at how borders stop the flow of information, movement and speech, whether you be a South Korean wanting to be in touch with your loved ones in the north or an artist being denied a visa to perform in the UK. And we highlight how this trend is getting worse, specifically how border officials are demanding access to individuals’ social media accounts at frontiers around the world.

M.I.A, Paper Planes

British-Sri Lankan rapper M.I.A has made a name for herself exploring the trials of life as a refugee through her music. The Sri Lankan government previously accused M.I.A of being a liar, while her song Paper Planes is inspired by her difficulties obtaining a visa to work in the USA, a problem Jan Fox highlights in her article. Despite her own trials she has stayed vigilant and continues to use her voice to call for political change.

The Police, Every Breath You Take

“Every move you make, every step you take, I’ll be watching you,” sings Sting in the 1983 classic by English rock band The Police. His lyrics bare a striking resemblance to the theme of this issue, in which we reveal the extent to which border forces are snooping into your own personal information and data. Ela Stapley gives advice on what you can do to keep your information safe when crossing borders.

Icehouse, Cross the Border

Australian electronic rock band Icehouse take you to a border crossing in their hit song from their album Measure for Measure. Against edgy beats and a dreamy synth, lead singer Iva Davies talks about walls standing still and freedom fading away, specifically at the border. It’s musical escapism on many levels. 

Neil Diamond, America

 Also known as Coming to America, this song written and performed by the legendary musician Neil Diamond in 1980 presents a positive depiction of immigrating to the USA. Flash forward to the USA of 2019 and Diamond might struggle to muster as much optimism. The increasing difficulties people face when trying to enter the USA are detailed in Mexican-based journalist Stephen Woodman’s article for the magazine. 

Elton John, Breaking Down Barriers

Elton John tries to break down barriers – cultural, sexual – in this 1981 single. His lyrics have many connotations, with some alluding to his identity as a homosexual man and having to build a wall around his heart “to keep the pain away”. Unfortunately this is still the case for many LGBT people, who are having to hide their sexuality when crossing borders, something Mark Frary highlights in magazine piece “Hiding your true self”.

The Doors, Break On Through (To the Other Side)

This signature song from The Doors illuminates the beauty of breaking on through to the other side. What that other side is has never been clarified, although given the drug references throughout the song it is probably safe to assume this is about psychedelic experiences. Drug references aside, the song’s lines about a country with “arms that chained us” and “eyes that lied” have universal implications that reverberate throughout the current issue.

The Rolling Stones, Gimme Shelter 

A track that captures the tensions of 1969, when the war in Vietnam was intensifying and the threat of nuclear devastation from the Soviet Union painted a bleak future for the world. The desire to seek shelter is no less relevant today than it was when the Stones wrote this song. And it’s still inspiring art, as Irene Caselli shows in her article on artists trying to tell the stories of migrants in the Mediterranean. 

System of a Down, Fuck the System

It’s exactly what you think the song is about: a big two-fingered salute to the system. The politically charged lyrics express how the government gets to decide what is acceptable and what is not, just like some governments do today within a country and at its borders. Turkish contributing editor Kaya Genç reports on how travellers to Turkey are being restricted in what they can take into the country and what they can read. Wikipedia? Forget about it. 

Snow Patrol, Set Fire to the Third Bar

In this haunting track from Snow Patrol, lead vocalist Gary Lightbody and featured artist Martha Wainwright sing about being miles from their loved one and the pain that comes with such separation. It’s a feeling that is all too familiar for those in South Korea who have had their relationships and families torn apart by the North and South border, and who can face prison if they try to get in touch with them, as Steven Borowiec reports.

Wazimbo, Nwahulwana 

This choice is less about the song than the singer. Mozambique-musician Wazimbo is one of many artists who have had their UK visas denied this year. He was forced to pull out of an appearance at Peter Gabriel’s Womad Festival back in July as a result. Charlotte Bailey discusses Wazimbo in the magazine as she looks at how UK border policy is forcing artists to stop visiting the country, and how the UK’s cultural scene is losing out as a result.

NetBlocks tool tracks cost of internet shutdowns

[vc_row][vc_column][vc_single_image image=”104234″ img_size=”full”][vc_column_text]“Internet shutdowns are increasingly used by governments to control the flow of information, particularly around elections or political unrest,”  Alp Toker, executive director and founder of the NetBlocks group, told Index on Censorship.

NetBlocks, which grew out of the 2017 Freedom of Expression Digital Activism Award-winning Turkey Blocks, is a nonprofit organisation created in 2016 to harness technology to map internet freedom. The civil society group aims to protect and support digital rights, cyber-security and internet governance.

“The goal is to go beyond research into prototyping, implementation and deployment of completely new mechanisms that might be able in future to protect and extend our fundamental rights,” Toker said.

NetBlocks has partnered with the Internet Society to create a new tool, Cost of Shutdown Tool (COST), that will cover social media and key content platforms, as well as full internet blackouts.

“What’s the cost of censorship? How much do internet shutdowns cost ordinary citizens? These are the questions we set out to answer at NetBlocks with COST, because traditional advocacy around freedom of expression doesn’t always make the impact it should, but financial figures make authorities listen,” Toker said.

The COST tool has been in a beta mode throughout 2018. NetBlocks estimated a loss of £23.7 million from the March 2018 Sri Lankan internet shutdowns that took place in response to violent riots.

COST’s main goal is to spread awareness about the true costs and effects of online shutdowns. The NetBlocks teams hopes that this will prompt citizens to put pressure on the authoritarian governments who are most responsible for online censorship.

Gillian Trudeau from Index on Censorship spoke to Alp Toker about NetBlock’s new tool, COST, and what to expect from it.

Index: What is the Cost of Shutdown Tool (COST) and what does it do?

Toker: What’s the cost of censorship? How much do internet shutdowns cost ordinary citizens? These are the questions we set out to answer at NetBlocks with COST, because traditional advocacy around freedom of expression doesn’t always make the impact it should, but financial figures make authorities listen.

The Cost of Shutdown Tool (COST) is a data-driven online tool to quickly and easily estimate the economic cost of internet disruptions. Built around economic methodologies devised by the Brookings Institution and CIPESA, the Cost of Shutdown Tool (COST) estimates economic cost of internet shutdowns, mobile data blackouts and social media restrictions using regional indicators from the World Bank, ITU, Eurostat and U.S. Census. The tool will cover shutdowns affecting social media, key content platforms and full Internet blackouts using key indicators relating to the global digital economy. COST is officially launching Monday 10 December, 2018.

Index: What do you hope to achieve with the project?

Toker: We hope to enable anyone – including journalists, researchers, advocates, policy makers, businesses — to understand how much internet disruptions can cost economies, as well as support advocacy and policy work to end online mass-censorship.

Index: How did your relationship with the Internet Society start and what do they bring to the project?

Toker: The Internet Society (ISOC) is a global organisation with over one hundred chapters around the world dedicated to ensuring that the internet stays free and open. We connected at the Internet Engineering Task Force where we are working to strengthen internet protocols for human rights, and things immediately clicked. The partnership has been very strong because it is built around both impact around human rights and technological development — areas of expertise for both organisations. With the Internet Society’s global access, we’ve been able to explore new ways to identify and push back against internet disruptions that harm human rights around the world.

Index: Why should we be concerned about internet shutdowns?

Toker: Internet shutdowns are increasingly used by governments to control the flow of information, particularly around elections or political unrest. Internet shutdowns create chaos through all facets life, from accessing medical services to getting in contact with family members.

Through our work in the #KeepItOn campaign, we’re continuing to monitor these shutdowns around the world. Open access to internet is a key part of a functioning democracy, and is protected by international law and conventions.

Index: What cost estimates do you have for internet shutdowns in 2018?

Toker: In it’s beta mode, the tool has already been used to bolster advocacy efforts around the world. Our first experience using the tool in advocacy came when Sri Lanka shut down parts of the internet during protests, leading to an estimated loss of $30,000,000 USD. Because we were able to calculate the number instantly, it became the basis of a national campaign launched by Sri Lanka’s Social Media User’s Union. In Iraq, multi-day outages cost the economy an estimated $40,000,000 USD. Again, this figure was picked up widely by local and international media and caught the attention of everyone from street vendors to the oil industry. Another shutdown in Ethiopia had a more modest impact of 3,500,000 birr, but that impact targeted a small region with a developing economy and its impact was felt hard. Working with the #KeepItOn coalition, we wrote to the Ethiopian government to highlight the concern with their policy.

Index: What trends in internet shutdowns can we expect COST to uncover in 2019?

Toker: There is a growing tendency toward mass-censorship online, particularly in developing countries. We’ve been seeing more localised disruptions, and COST is now able to estimate the impact of sub-national shutdowns — a powerful approach that highlights the economic impact to a local community.

We have also seen more precisely timed shutdowns, intended to evade detection and reporting. For these reasons, COST works best when there is hard technical evidence of an internet disruption. Hence, it works great in tandem with real-time monitoring data from the NetBlocks internet observatory, which uses new techniques to accurately track such incidents.

In addition, research shows little evidence that cutting off communications provides relief in these situations, but it has been shown again and again that shutdowns do impact emergency first-response, healthcare and the provision of critical service. This is in addition to their severe impact on the fundamental rights of free expression, free assembly and free association.

Index: What are the worst and best countries for internet freedom and why?

Toker: Pakistan and India face systematic disruptions at massive scale, and the problem is also endemic in sub-Saharan Africa. There are also frequent disruptions in the Middle East, and a new trend emerging of shutdowns in Central America.

Index: When was the NetBlocks group created?

Toker: The idea for NetBlocks came about in 2015 and was recognisable in its current form by 2016. We entered the spotlight in 2017 after the first two modules of the internet observatory was launched. Meanwhile, The Index on Censorship Award helped us focus at a critical moment in time with a backdrop of contested elections, overbearing corporations, and the breakdown of online trust. In a time of rapid change the fellowship gave us a way to channel creative energy into a force for good.

Index: Why was the NetBlocks group created?

Toker: NetBlocks exists to meet the overwhelming need and demand for rights-based technology in support of free expression and access to knowledge. The goal is to go beyond research into prototyping, implementation and deployment of completely new mechanisms that might be able in future to protect and extend our fundamental rights. Internet-scale measurement, data-driven policy and advocacy, rights-based internet protocol design, machine learning to uncover violations of fundamental rights: these are some of the new frontiers. I’m sure there will be more.

There are competent civil society technology programmes out there today, but why not shake things up and put the tech at the forefront of the mission? Journalism, writing, the creative arts now exist largely in digital spaces, more vulnerable than at any time in our history. Playlist: Trouble in Paradise

What does paradise mean to you? A pina colada on a white-sand beach? A beautiful sunset over Mayan ruins? The summer 2018 issue of Index on Censorship magazine looks at some of the world’s most popular “paradise” destinations and asks whether their reality quite lives up to their reputation (hint, it doesn’t, especially when it comes to free expression). But criticise these places all you like, the concept of paradise at least, whether lost or found, has been quite the inspiration for a lot of iconic music. Here we pick our top tracks in tribute to the theme. We hope you enjoy listening, sort of. 

Holiday by Madonna

Ah Holiday by Madonna, that quintessential going away hit, especially when it first came out in the 80s. This song is pretty syrupy, we’re not going to lie. Madonna calls for everybody to “put [their] trouble down” for a day and celebrate. There’s not really a hint that holiday doesn’t always equal everything being great. But what if you’re a tourist in Baja Mexico Sur, where you might very well see bodies of those involved in the drug trade dangling from bridges, as Stephen Woodman explores in the magazine? Not such a holiday then is it Madge?

Holidays in the Sun by the Sex Pistols 

The Sex Pistols actually have experienced a holiday gone wrong, when they went to the island of Jersey and were kicked out. So they switched the sunshine for several weeks in Berlin instead. And this inspired their song Holidays in the Sun, in which they want you to “see some history” and visit “the new Belsen”. It’s basically a really catchy way of arguing for visiting grittier places. 

Paradise by Coldplay

Coldplay’s song Paradise is about dreams dashed, in this case that of a girl who grows up in a world that is far from paradise and can only access it through her dreams.  It reminds us of the superb short story by contributing editor Kaya Genç, who writes about an elderly man in Turkey who looks back on his life, his expectations for paradise and what became of them.

Cruel Summer by Bananarama

Admittedly this is less about a destination gone bad and more about not being able to go to said destination. There are lines like “My friends are away and I’m on my own.” Summer is cruel because summer is about staying put. But maybe that’s for the best? What’s so great about going to a destination that is tumbling down a free speech index? Just some food for thought Bananarama.

Bad Moon Rising by Creedence Clearwater Revival

At the song’s centre is the moon. The moon! Who hasn’t stared at the starry sky when abroad as a holiday highlight? And yet… it’s a bad moon. The lyrics are nothing short of foreboding; “I see trouble on the way” for example. Despite the downbeat lyrics, the melody remains pretty upbeat. Sort of like being a tourist in Sri Lanka, where you’re surrounded by beautiful sites but also the legacy of war.

Holiday by Dizzee Rascal

Talk about making an offer you can’t refuse – Dizzee Rascal invites the object of his affections away on what sounds like the ideal vacation (or two or three – take your pick from the South of France, Ibiza or Milan). There’ll be champagne and a sun tan. Perfect! But why no mention of Malta or the Maldives or those other beautiful hotspots? Maybe Dizzee ran out of line space or maybe Dizzee circa 2009 foresaw the issues that would affect these areas by 2018.

Buffalo Soldier by Bob Marley

Go to a beach bar in the Caribbean, that ultimate holiday destination, and you’d be hard pressed not to hear Bob Marley. For many a visitor he is the soundtrack of the region. And yet as much as his songs are soothing, they are also very political. Marley was a man who would not gloss over the darker sides of paradise. For this reason, we like to think if he was alive today he would have contributed to our issue. Buffalo Soldier, a reminder of the history of slavery in the USA and the Caribbean, is case in point. Easy to enjoy, until you actually listen to the lyrics.

Holiday by Green Day

Our third and final offering with holiday in the title and yet the only one of the three songs that isn’t in total praise of a vacation. Green Day’s tribute to your time off talks less about nice things and instead looks at US political conservatism under George W. Bush and the Iraq war. The chorus’ line – “This is our lives on holiday” – attacks US apathy. Released in 2005 but certainly still relevant to different areas of the world today.

“Travel writers don’t tell holidaymakers the whole truth about holiday hotspots” – Index report

Editor calls on travel journalists to tell the whole story

With holidaymakers packing up for their summer trips, a new issue of Index on Censorship magazine reveals the uglier side of countries with tourist appeal and calls on travel writers to do more to give travellers the whole picture.

Index editor Rachael Jolley said: “On travel websites for popular destinations like Mexico, Maldives and Malta there is little sign of the crackdown on freedoms we are seeing in these nations. From the horrific numbers of journalists being killed in Mexico, to the murder of journalist Daphne Caruana Galizia in Malta, and anti-Muslim riots in Sri Lanka, with worshippers attacked on the way to mosques.

“I would like to see travel journalists do more to tell the whole story. With fewer travellers carrying print travel guides, which traditionally did give more background on political tensions and freedoms, digital versions need to step up to give travellers the full range of information, rather than just the glossy bits.”

“With many countries depending on travel spending as a vital part of their economy, the travel industry can also do more to press for change,” she added.

A discussion on the theme, will take place on 4 July at the Book Club in Shoreditch, chaired by BBC World journalist Vicky Baker. Panellists include former foreign correspondent Meera Selva, founder of the travel picture agency Picfair, Benji Lanyado, and Harriet Fitch Little, who writes for the Financial Times travel section, and formerly worked as a journalist in Lebanon.

Tourism is the main pillar of Mexico’s Baja California Sur’s economy, which is now the setting of some of the fiercest drug battles in the country. Conditions for journalists and human rights activists have deteriorated dramatically, according to the Index report Trouble in Paradise.

The security profile of Baja California Sur has changed enormously, but because it’s a tourist spot the government wants to hide that, Mexico correspondent Stephen Woodman writes in the Index report.

Journalist Federica Angeli, whose exposure of mafia in the pretty seaside town of Ostia, near Rome, has resulted in her having to live under 24-hour police protection. “Ostia is a paradise inhabited by demons,” Angeli told Index.

In Malta, where the recent murder of journalist Daphne Caruana Galizia remains largely unsolved, Maltese journalist Caroline Muscat writes: “Those who mention her name, those who refuse to bow to a society bent by corruption, are insulted and threatened. Journalists and activists keep being reminded of the untold damage they are doing to the country’s reputation.”

Honeymoon destination the Maldives is also covered. The “disappearance” of a journalist, the killing of a blogger, death threats, imprisonment and hefty fines are placing an enormous pressure on those who seek to inform the public about what is going on, writes Zaheena Rasheed.

Just how much do these darker sides affect tourism? New data analysed exclusively for Index looks at the power of tourism spend, and just how valuable tourism is to economies such as Mexico and the Maldives.

Also in the magazine:  how journalists’ conditions are deteriorating in Iraq, despite the retreat of Isis, Jon Savage on bands and bans, and Filipino news boss Maria Ressa on keeping going despite government pressure for her news operation to give up, plus a short story on the future of facial recognition by award-winning writer Jonathan Tel.
