Media casualties increase in Georgian conflict

Dutch news cameraman Stan Storimans was killed by Russian bombing in the city of Gori, central Georgia on 12 August. Another Georgian journalist, and his driver, were killed by Russian shells in Gori’s main square in the same offensive, bringing the total number of journalists killed in the six-day conflict to four. Georgian journalists Grigol Chikhladze and Alexander Klimchuk were shot dead on Sunday by pro-independence fighters in Tskhinvali, capital of the breakaway republic of South Ossetia. The Committee to Protect Journalists reports at least 9 journalists have been wounded since hostilities commenced.

Georgia: media under pressure after protests

Journalists in Georgia have felt the heat during recent upheaval in the former soviet state. Here, Winston Bean tells of the conditions he and his colleagues have faced in recent days

Earlier this week, Georgian president Mikheil Saakashvili decreed a state of emergency after the violent dispersal of anti-government protests, ordering the shutdown of independent media outlets and deploying troops throughout the capital.

While the government’s crackdown succeeded in restoring order in a country still recovering from years of civil conflict, the ruling administration’s reputation for liberal reform has been irreparably damaged, as it enforces emergency rule and a news blackout at the same time a snap election campaign gets under way.

The anti-government rallies, organised by a tenuous coalition of 10 political opposition parties, began on 2 November with tens of thousands of Georgians calling for earlier parliamentary elections. They soon progressed to angry but peaceful demands for Saakashvili’s resignation.

The protests unravelled into bloody street battles across the capital’s centre on 7 November, as riot police moved in to break up the crowds with tear gas, rubber bullets and batons.

Football can’t escape the free speech debate

Following the controversy of the 2022 World Cup when organising body FIFA faced major criticism over the decision to hold one of the biggest sporting events on the planet in Qatar, a state with a terrible record on human rights, governing body UEFA have attempted to steer clear of any politics whatsoever at this summer’s European Championships.

This year’s competition – which is currently ongoing – has stressed a message of unity, togetherness and inclusion, with UEFA being determined to avoid the negative press garnered by FIFA two years ago by remaining tight-lipped on political issues.

However, no matter how hard you try, politics cannot be removed from football. A number of issues related to freedom of speech have given UEFA headaches during the tournament, showing that censorship can be experienced anywhere, even when you try to avoid it.

One of the most significant examples of free speech being curtailed at the Euro 2024 was the case of Kosovan journalist Arlind Sadiku, who was barred by UEFA from reporting on the remainder of the tournament after he aimed an Albanian eagle sign towards Serbia fans during a broadcast.

Kosovo, Sadiku’s home state, has a population made up of 93% ethnic Albanians and the countries have a strong connection. Serbia does not recognise the independence of Kosovo and there is a history of conflict between the two nations, with relations remaining tense since the end of the brutal Kosovo War in 1999. The eagle symbol made by Sadiku represents the one on Albania’s flag and was deemed by UEFA to be provocative.

Sadiku told the Guardian: “People don’t know how I was feeling in that moment because I have trauma from the war. My house was bombed in the middle of the night when I was a child.

“I know it was unprofessional from a journalist’s perspective, but seeing my family in that situation was traumatic for me and I can’t forget it.”

The conflict between Serbia and Kosovo has caused free speech issues in sport before. In 2021, a Kosovan boxing team was denied entry to Serbia for the AIBA Men’s World Boxing Championships. It was a similar story at the European Under-21 Table Tennis Championships in 2022, which were held in Belgrade, as Kosovo athletes were once again not permitted to participate by Serbian authorities.

Even in football this has been a long-standing issue. At the 2018 World Cup, Swiss duo Xherdan Shaqiri and Granit Xhaka were charged by FIFA for each making the eagle salute after scoring against Serbia for Switzerland. They were each fined £7,600 for their celebrations.

Granit Xhaka’s father spent more than three years as a political prisoner in Yugoslavia due to his support for Kosovan independence and Xherdan Shaqiri came to Switzerland as a refugee and couldn’t go back to visit his family due to the war. Such context was again not enough to mitigate the players’ actions according to FIFA.

Of course, there is an argument to be made that the symbol made by Sadiku, Shaqiri and Xhaka was incendiary and risked provoking aggravation among fans, which could potentially be a safety hazard. However, if those who have personally experienced persecution are then punished when making a peaceful protest, then there is surely no room for any dissent in sport at all.

Many of the other conversations around free speech at Euro 2024 have been centred around nations in the Balkans.

Jovan Surbatovic, general secretary of the Football Association of Serbia, suggested that the country may withdraw from the tournament completely due to hate chants he claimed were made by Croatia and Albania fans. Serbia themselves have been the subject of a number of complaints – they were charged by UEFA after supporters unveiled a banner with a “provocative message unfit for a sports event”, while the Kosovo Football Federation also lodged a complaint about their fans spreading “political, chauvinistic, and racist messages” declaring their supremacy to Kosovo. One Albanian player, Mirlind Daku, was banned for two games for joining in with fans’ anti-Serbia chants after their draw with Croatia.

When nations have such complex relationships and history outside of football it can easily spill out on the pitch. The heightened emotion and passion of sport makes for a compelling watch, but can also increase tensions between nations. In such a convoluted context it is sometimes difficult to know where to draw the line between the right to free speech and the protections against hate speech.

Global conflicts have thrown up more sticking points – when calls were made for Israel to be barred from competing at Euro 2024 due to their ongoing bombardment of Gaza – which has killed more than 37,000 Palestinians –  in response to the 7 October attacks by Hamas, UEFA refused. Niv Goldstein, chief executive of the Israel Football Association, told Sky News: “I am trusting Fifa not to involve politics in football. We are against involving politicians in football and being involved in political matters in the sport in general.”

This doesn’t quite match up with the fact that UEFA banned Russia from the competition soon after their invasion of Ukraine, demonstrating the difficulties in finding where to draw the line when attempting to regulate political speech and expression in football. UEFA were spared the headache of dealing with further protest at the tournament after Israel failed to qualify.

Similar issues were raised when German authorities ruled that only flags of participating teams would be allowed into stadiums, which was widely seen as an attempt to avoid potential conflict over Palestine and Israel flags being displayed, but which raised concerns that it would limit support for Ukraine. Blanket bans are often difficult to reconcile with the idea of free speech.

Football can’t ever be fully separated from politics. Just look at the case of Georgian MP Beka Davituliani, who weaponised the country’s shock victory against Portugal in his attempt to roll back on human rights, stating that the country needed defending from so-called LGBTQ+ propaganda like Giorgi Mamardashvili defended his goal. For the most part, fans and players have been able to express themselves freely, but we have a duty to highlight any issues when they arise – and unfortunately, at this summer’s tournament, they have.

Are we sleepwalking into Orwell’s nightmare?

“We are all born free. We all have our own thoughts and ideas, and we should all be treated the same way.”

These words form the first article of the United Nations Universal Declaration of Human Rights. Adopted on 10 December 1948, the document was created to outline and protect every human’s basic right after the bloodshed of the Second World War.

At the same time, George Orwell was completing his classic dystopian novel, Nineteen Eighty-Four; published the following year. While fictional, it painted a radically different vision: “If you want a picture of the future, imagine a boot stamping on a human face – forever.”

Following a screening of the final programme of BBC Arena’s series about the life of Orwell, aired in 1984, a panel at WoWFEST: FAHRENHEIT 2024 festival in Liverpool discussed the question: Just how close are we to Orwell’s vision – or are we already there?

Daniel Gorman is director of English PEN, one of the first international bodies that advocated for human rights, of which Orwell was a member. He believes the novel is still key when looking at the challenges facing freedom of expression today: “The book is always relevant but feels particularly feels so with the current creep of authoritarianism. It is a warning.

“It says something about human nature more broadly, about state and power, and as more power is centralised in fewer hands, we could go along with it until we realise it’s too late.”

Against the backdrop of a collapsed Nazi Germany regime and a Soviet Iron Curtain falling across Europe, it was clear who the ideological proponents were around the time of Orwell’s writing. Freedom of expression and human rights campaigner and researcher Sara Whyatt stated now, however, the lines are more blurred.

“We still have the usual suspects like Russia, and Belarus is there, plus situations like now in Georgia with the proposed introduction of the ‘foreign agent’ law in the country.

“It becomes very difficult now though now as it’s an amorphous group of people at play. This is where social media also plays a problematic role”, she added.

Historically seen solely through the lens of states and countries, the destabilising effect of social media on the fight against censorship was a key discussion point in the debate.

“I used to know who to send letters to, and which buildings to protest outside of. Now, I don’t know who the enemy is anymore, and I feel the enemy is all around me through social media. Does that feel real?”, Whyatt continued.

Nineteen Eighty-Four is also about the manipulation of communications, seen now through the difficulty to parse through a barrage of information on social media, with bot farms trying to widely sow confusion with misinformation and disinformation, argued Gorman.

He admitted that social media does sometimes have its positives and gets information out when official sources are limited: “The vast majority of information we’re getting from Gaza is from local journalists through social media, as international journalists haven’t been allowed in, and remember its role in the 2011 Arab Spring also. The problem is always there for information to be abused.”

Dolan Cummings is director of the Manifesto Club, an organisation that challenges what it calls the “hyper-regulation” of public spaces. Like the online space, he believes there’s a problem with freedom of speech and expression in the physical world, citing encroaching laws in the UK.

“I think the view in the UK now is that freedom of association and speech are problems to be managed rather than potential solutions to problems. Not just around political protest but also even bans on things like busking and leafleting are criminalised by public spaces protection orders”, he said.

Naturally a debate concerning a novel also covered the role of censorship against creative expression. Gorman relayed what an exiled author told him when asked why he thought he was targeted in his homeland.

“He said words have power and novels last, and when they work right, they can really upset the workings of power and connect the struggles of human rights. I think we see that with Nineteen Eighty-Four.”

Despite the inspiring words, the panel laid bare both the increasing financial and artistic challenges facing creatives’ freedom of expression in 2024. Whyatt, who is an expert on freedom of artistic expression, explained artistic censorship often involves less obvious, underlying issues.

“Worldwide, governments are strategically placing people they want in broadcasting and cultural institutions, who then choose directly where funding goes.

“There is also self-censorship in the arts too. Venues might like an artist’s work but may reject it due to fear of controversy and a stripping of future funding or grants. In that instance, is it pragmatism or censorship?”

Writer and performance poet Francesca Beard read a poem specially inspired by the Arena documentary and told Index about her fear of AI and tools such as ChatGPT. Although she thinks they have some benefits for her profession, people have to be careful with their use in the future.

She said: “I put my questions into it and see what comes out. It’s good for rhyme and rhythm but it’s very superficial and makes me think ‘well I’m not going to write like that’, so it helps in that way.

“We need human, creative thought though. It’s all our individual responsibility to make sure we’re not too satisfied by it, because if we are then in the future, I’m worried that’s all we’ll be served up for our art.”

There is hope for the future and a chance for humanity to avoid sleepwalking into an Orwellian nightmare, Gorman said, but added financial support is desperately needed.

“We have so many people standing up who value freedom of speech and expression, all really supporting each other, but there needs to be strong investment into things such as civil society, investigative journalism and NGOs, so we can all hold the powerful to account.”
