Wendy Funes: Fear is a weapon used against the vulnerable in Honduras

“Violence is a way of keeping society under control because a lot of what people do or don’t do is a reaction to fear,” Wendy Funes, winner of the 2018 Index on Censorship Freedom of Expression Awards Fellowship for Journalism, tells Index on Censorship. “It becomes an indirect method of control, not just over society, but journalism as well.”

Funes worries this kind of violence has become “normalised” in Honduras and says the shooting and wounding of journalist Geovanny Sierra — who has survived numerous attempts on his life — by military police while covering protests of electoral fraud in late November is just the latest example. The Honduran authorities issued a statement saying that law enforcement was attacked first, which is why they started shooting. “With this they have justified the crime,” Funes says, adding that nothing is being done about the attacks on journalists in the country: “The most terrible thing is the impunity that exists because if something like this happened in another country it would a scandal, but here it is already forgotten.”

Funes is no stranger to covering either corruption or protest and has had her own brushes with heavy-handed state forces, although she says for the most part she has been lucky. “I’ve had training opportunities in self-protection and security,” she says. “I am also very cautious — I try to plan my routes and if I go inter dangerous areas, I try to have a safety protocol, to have alliances with civil society groups, so if something happens to me I can let them know.”

Recently, Funes’ investigative website Reporteros de Investigacion has been focusing on issues such as human trafficking, violence against student protesters, femicide and the high-level cocaine trafficking case involving Juan Antonio Hernández, brother of Honduran president Juan Orlando Hernández. The website has also been covering the caravan of people fleeing persecution, poverty and violence in the country. “They are facing a very cruel situation,” Funes says.

Although Reporteros de Investigacion doesn’t have the resources to cross the border, it has been working closely with some of those who have fled, such as 25-year-old Daniel Portillo, who left Honduras in search of the “American dream”. Portillo is now in Mexico. “He has found someone who works with migrants and helps migrants,” Funes, who first met him when she was covering protests in San Pedro Sula, a city in the northwest of Honduras, said. “He is a young person with a lot of leadership qualities, a lot of desire to advocate for other young people.”

While in Honduras Portillo organised sports tournaments in an area controlled by the criminal gang MS-13. “He resisted joining the gang,” Funes says. “He was always trying to negotiate with them so that he could help other young people so they wouldn’t get into drugs or alcohol.”

Writing in Reporteros de Investigacion, Portillo explains the difficulty of explaining to his young daughter that he left so she could have a better future: “If God allows it, we will see each other again or else, I am writing this letter to you in case unfortunately they killed me on the way and buried me; my heart is that of a warrior and I will continue forward, whatever happens, my mother suffers for my departure.”

“He told me that he has seen many people carved up since he was a child,” Funes tells Index. “Violence weighed on his psyche and made him very vulnerable young person. He told me that he looked for employment in Honduras, and when he could not find he decided to migrate with the caravan.”

It is such vulnerability that makes poor Hondurans so susceptible to human trafficking. “It’s like Russian roulette,” Funes says. “I have come to realise that there are many Hondurans who have an eagerness to migrate to the USA, but have ended up staying in countries like El Salvador, Guatemala, Mexico and Belize and have become victims of sexual exploitation, domestic service and forced matrimonies as they flee from gangs and narco-politics. Some of the people who have left come back mutilated because they lose limbs on the trains.”

For those that do make it to the USA, they face discrimination, but at least they have the opportunity for better salaries, with which they can send money to their families struggling back home, Funes says. These remittances play a key role in sustaining the Honduran economy. In May 2018 Hondurans abroad sent back an all-time high of $456.2 million in a single month.

While Funes would like to see more Hondurans stay at home, not only to avoid the very real risks that come with being a migrant, but also to fight for real change, she is all too aware of why people choose instead to leave. “You have to work five times harder than a corrupt individual to be able to sustain yourself and get ahead in Honduras. This economic model displaces the most vulnerable individuals.”

Much of what Funes and her team do over the next year will be geared towards her dream of founding a centre of investigative journalism, including training journalists and students with the help of Factum magazine in El Salvador. “This will bring together many different journalists who want to transform Honduras with investigative journalism,” Funes says.

With a grant from the National Endowment for Democracy, Funes and her team will also work on a project called Sembrando el Periodismo de Investigación en Honduras (Sowing Investigative Journalism In Honduras), which will involve four major investigations over the course of 2019.

“Many of the things that I dreamt of happening one day, in an idealistic way, have become reality, all thanks to Index,” Funes adds. “Solidarity, love and friendship are really the things that can move this world, and that is what Index is made of with all of the support they have extended to me.”

Ramón Nse Esono Ebale: Drawing to create change in Equatorial Guinea

[vc_row][vc_column][vc_images_carousel images=”102246,102245,102244″ img_size=”full” speed=”3000″ autoplay=”yes”][vc_column_text]Ramón Nse Esono Ebale draws out of a desire to create a world that is different from the one he can see with his eyes. It was that desire that led to his arrest and detention in September 2017.

Ebale’s cartoons take aim at Teodoro Obiang, Equatorial Guinea’s long-time dictator, who has been in power since 1979, just two years after Ebale was born. Drawing under the pseudonym Jamon y Queso, his cartoons lambast Obiang for his corruption and the absurdities of his rule.

Ebale left the country in 2011 after he received threats from government supporters and has been living in Paraguay for the past six years. While there, Ebale co-authored a graphic novel called La pesadilla de Obi. In the novel, president Obiang wakes up one morning as an unemployed husband living in the slums of Malabo. The novel was censored in EG and had to be smuggled into the country.

When Ebale returned to renew his passport, which the embassy in Paraguay couldn’t do, in order to move to El Salvador to be with his family. He was arrested and charged with money laundering and counterfeiting.

After his arrest, cartoonists and organisations from around the world launched a campaign — #FreeNseRamon — calling for Obiang to free him. Ebale was awarded Courage in Cartooning Award by Cartoonists Rights Network International to bring attention to his case.

He was finally released in March 2018 after an officer confessed to arresting Ebale on false charges after he was told to by his superiors.

Ebale plans to continue with his criticism of both the government and president Obiang because although he is free, things haven’t changed in EG.

Ebale shared his thoughts during an email exchanged with Index on Censorship’s Sandra Osei-Frimpong.

Index: What did you fear will happen when you went back to Equatorial Guinea?

Ebale: Because of the reputation of the regime and president controlling EG, no one believed my trip will be peaceful. But I did not fear anything and was always prudent. My family was afraid but I don’t think I allowed them to see my fear.

Index:   Did you have a contingency plan in place before you left Paraguay?

Ebale: My drawings were my protection. They tell my story and are evidence of what I’ve been through. One cannot stop it if someone plans to hurt them so my only plan was to have my drawings speak for me.

Index:  How were you treated in prison?

Ebale: They tried to suppress the campaign asking for my freedom. I was treated better than others in prison because my family was working to set me free and there was also external pressure.

Index:  What are your plans now that you’ve left EG again? Do you plan to continue with criticism of the government?

Ebale: My plans have not changed. I still love drawing. Just because I am free doesn’t mean the regime has ended so my plan has not changed. You get a break when you die so living is the only thing that you have.

Index:  What effect if any do you think your cartoons and criticism has had on the situation in EG especially since it is censored there?

Ebale: By censuring me, they censure people that are discovering new things through social media. I use social media to spread my passion for drawing and my crazy political ideas. The impact was enormous because it gave us a new tool to use in our fight to democratise the country: caricatures. It continues on from the drawings.

Index: What effects do you think your cartoons has had on people/countries outside of EG?

Ebale: Outside of my country my drawings are competing honourably with other African artists in countries and situations that are possibly worse than mine. The facts that my drawings have fans that live far from my country shows that my drawings are having a positive effect.

Index: What changes do you hope to see in EG?

Ebale: I want my grandchildren to be able to peacefully live with me in Mikomeseng. I want us to be able to cross the border without military barrier to reach Bitam. This is not much to ask for but I wish for it.

Index:  Do you plan on ever returning to EG?

Ebale: Yes. It is my home.

Index:  The main reason why you went back to EG was to get a passport so you can be with your family in El Salvador. What have you told your son about EG? Do you think you  will you ever take him there?

Ebale: My son was born in EG. when they detained me he was there to visit and support me. He knows everything and I did not have to explain it to him because he was in Eg with me the whole time. My daughter on the other hand I’ve had to explain things to although she is too young to understand everything  because she was not there and has never lived in EG.

Index: What motivates you to create?

Ebale: I am motivated by the belief that I can create a world different from the one I see with my eyes or recreate it. When you go to sleep and dream, the dreams are like drawings and if you wouldn’t be able to draw it all if you tried. Sleeping and being awake are different because being awake allows you to see how those around you live and move. You should be motivated by what you see. Dreaming is like drawing without your hands.

Index:When did you start drawing political cartoons?

Ebale: I started with the newspaper  La Verdad del CPDS.

#Index100: Unveiling this year’s 100 global free speech heroes

A graffiti artist who paints murals in war-torn Yemen, a jailed Bahraini academic and the Ethiopia’s Zone 9 bloggers are among those honoured in this year’s #Index100 list of global free expression heroes.

Selected from public nominations from around the world, the #Index100 highlights champions against censorship and those who fight for free expression against the odds in the fields of arts, journalism, activism and technology and whose work had a marked impact in 2015.

Those on the long list include Chinese human rights lawyer Pu Zhiqiang, Angolan journalist Sedrick de Carvalho, website Raqqa is Being Slaughtered Silently and refugee arts venue Good Chance Calais. The #Index100 includes nominees from 53 countries ranging from Azerbaijan to China to El Salvador and Zambia, and who were selected from around 500 public nominations.

“The individuals and organisations listed in the #Index100 demonstrate courage, creativity and determination in tackling threats to censorship in every corner of globe. They are a testament to the universal value of free expression. Without their efforts in the face of huge obstacles, often under violent harassment, the world would be a darker place,” Index on Censorship CEO Jodie Ginsberg said.

Those in the #Index100 form the long list for the Index on Censorship Freedom of Expression Awards to be presented in April. Now in their 16th year, the awards recognise artists, journalists and campaigners who have had a marked impact in tackling censorship, or in defending free expression, in the past year. Previous winners include Nobel Peace Prize winner Malala Yousafzai, Argentina-born conductor Daniel Barenboim and Syrian cartoonist Ali Ferzat.

A shortlist will be announced in January 2016 and winners then selected by an international panel of judges. This year’s judges include Nobel Prize winning author Wole Soyinka, classical pianist James Rhodes and award-winning journalist María Teresa Ronderos. Other judges include Bahraini human rights activist Nabeel Rajab, tech “queen of startups” Bindi Karia and human rights lawyer Kirsty Brimelow QC.

The winners will be announced on 13 April at a gala ceremony at London’s Unicorn Theatre.

The awards are distinctive in attempting to identify individuals whose work might be little acknowledged outside their own communities. Judges place particular emphasis on the impact that the awards and the Index fellowship can have on winners in enhancing their security, magnifying the impact of their work or increasing their sustainability. Winners become Index on Censorship Freedom of Expression Awards Fellows and are given support for the year after their fellowship on one aspect of their work.

“The award ceremony was aired by all community radios in northern Kenya and reached many people. I am happy because it will give women courage to stand up for their rights,” said 2015’s winner of the Index campaigning award, Amran Abdundi, a women’s rights activist working on the treacherous border between Somalia and Kenya.

Each member of the long list is shown on an interactive map on the Index website where people can find out more about their work. This is the first time Index has published the long list for the awards.

Societies often endanger lives by creating taboos, rather than letting citizens openly discuss stigmas and beliefs. Index on Censorship magazine editor Rachael Jolley introduces our taboo-themed issue, which looks at no-go subjects worldwide, from abortion and  mental health to the Holocaust and homosexuality 

Teenager Rahenaz Sayed was told by her family not to sit on a bed, not to touch her hair oil and not to pray during her period.

Sayed, now 20, has started to go into schools in Mumbra, near Mumbai, along with two other young women, to discuss the taboos around menstruation, according to India’s Hindustan Times.

Traditionally, girls here didn’t talk to their mothers about getting their periods, or pain that they might be experiencing. This was something you were not expected to discuss, better, in fact, to pretend that it just wasn’t happening.

These restrictions were not open to challenge, until now. “We thought, ‘Why not talk of an issue which women don’t speak about and suffer silently?’ We suffered due to silences surrounding menstruation and didn’t want others to go through the same,” Mubhashirin Naik, one of the women starting to go into schools to talk about these long-held practices, told the newspaper.

They had been told that these “rules” came from the scriptures, but when they read those same passages themselves they found that while they spoke about women resting during menstruation nothing was written about banning them from prayer.

Taboos, subjects that are off limits to argument, are different in every country around the world. But this story shows why the act of not allowing a group of people to discuss a tradition or convention can injure society. Why should girls be treated like outcasts once a month and banned from doing the most normal things in life? The answer is because somehow this has become accepted and challenges frowned upon.

Once these three young women began to see that the structures they were being told to follow were nonsensical (they were not able to ask for painkillers, for instance), they had the strength to stand up against them. And by doing so, they will have begun to change the dynamic. No doubt, other women will also be encouraged to question the “rules”. And that’s how societies adapt over time, by questioning power.

In El Salvador, where abortion is illegal under any circumstance, even where the pregnant woman could die, the way that the law is enforced means that women who suffer a miscarriage can wake up with a police officer standing next to them.

The abortion law is so draconian that women who lose their baby through illness can find themselves charged with man- slaughter. Under the ferocity of this law, many women are too frightened to talk to anyone about any concerns they might have about pregnancy, let alone discuss abortion (more on this in the latest issue). In 2008 a 25-year-old woman, Guadalope Vásquez, was sentenced under the abortion law to a 30-year sentence after suffering a miscarriage. Under these conditions, women are often too frightened to discuss anything about health complications during their pregnancy with a doctor, or anyone else. Lives will be put at risk.

Throughout history, taboos have been established to limit and control society, and help to retain a status quo. “Best not mention it” is the nodded instruction to put something off limits in the family living room. In the 20th century, in the UK, societal disapproval would be rained down on those who ate something other than fish on Fridays, or children who played outside on a Sunday, or an adult who didn’t wear a hat to church. And in the US today the Westboro Baptist Church tells its female followers that it is forbidden for them to cut their hair. But why? Who decided these were the rules, and how do they change?

Sometimes it takes a generational shift, such as we have seen in Ireland, with the 62% vote to change the law to allow same-sex marriage. There’s a tipping point when a body of resistance builds up to such a point that the dam breaks and the public suddenly demands another way is found, and an older way is discarded.

But societal disapproval can be fierce and individuals who deviate from “the normal” can also find themselves isolated and alone, as Palestinian academic Mohammed Dajani Daoudi discovered when he took a group of his students to Auschwitz to learn about the Holocaust (read his story in the magazine). Dajani felt it was important for his university students to learn about this period of history. He saw his duty as one of teaching about,

not ignoring, a particular piece of history. Others saw it as the action of a traitor, accusing him of ignoring the suffering of Palestinians. He knew he was tackling a taboo subject, but hadn’t expected the reaction to the visit to be so violent. Afterwards he received death threats, and has now moved his family to Washington DC, partly for safety reasons.

Remember the days when people would fear being judged for admitting they had cancer and would not mention it in public? Alastair Campbell does, and draws parallels to attitudes to mental illness today. Such beliefs can lead to people failing to talk to doctors about symptoms because of embarrassment, and potentially leaving diagnosis too late. These societal barriers are often out-of-date, sometimes stemming from archaic religious beliefs, or from traditions that have been left unchallenged. But still today an action that conflicts with expected behaviour can result in damage to an individual. The Encyclopedia Britannica states: “Generally, the prohibition that is inherent in a taboo includes the idea that its breach or defiance will be followed by some kind of trouble to the offender, such as lack of success in hunting or fishing, sickness, miscarriage, or death.” Living in fear of breaching such a “rule” can leave people afraid to dispute or argue for a sensible alternative.

To challenge a famous phrase from a WWI poster, talk doesn’t cost lives, but not talking certainly can.
