The “quantity v. quality” debate around global digital access seldom gets the attention it deserves. Here I define “quantity” as the spread of internet access to remote and marginalised communities and “quality” as the extent to which these connections are free from corporate or government restrictions and surveillance.
With more than four billion people yet to come online around the world, basic connectivity is an obvious and necessary prerequisite for digital access. But handing out one laptop per child and selling low-cost smartphones does not solve the quality problem, and can in fact worsen it.
Repressive governments and opportunistic companies sometimes exploit their citizens’ and customers’ ignorance and apathy towards personal privacy and data protection in the name of national security and financial gain. Countries like Iran and China’s biggest web companies are obvious offenders, but western democracies and Silicon Valley startups are far from perfect.
Doling out laptops and ethernet cables without also spreading the internet’s core values of freedom and openness can inadvertently harm newly connected users and the wider web.
NGOs with good intentions sometimes make this mistake. More troubling are companies with financial incentives to lay cables and sell hardware in new markets. Africa is one of the least connected territories, making it, from a corporate perspective, a digital desert ripe for cybercolonialism. Despite being framed as aid, a $20 billion pledge from China to Africa last year was primarily about business. Chinese companies with troubling track records on digital rights and freedoms are also competing to lend their security and surveillance expertise to African governments, a serious cause for concern on the quality side of access.
Frank La Rue, the UN’s special rapporteur on the promotion and protection of the right to freedom of opinion and expression, has described internet access as a right and acknowledged both the quantity and quality components inherent and critical to the enjoyment of this right. Other digital thought leaders, like Google’s chief internet evangelist Vint Cerf, has described the internet as an enabler of human rights but not a right in and of itself. Both perspectives hold weight, but we must not forget that the internet can also be used as a disabler of human rights.
Rather than a panacea, the internet can be poison when used to monitor, suppress and prosecute online speech and offline action.
Cyberutopians who think smartphones will set us free have been proven wrong time and time again. On the flip side, this does not mean that cyberdystopians who fear governments will exploit our dependence on technology and digital communications to neutralise dissent are necessarily correct. Increasing the quantity of internet connections without minding the quality of those connections forged can potentially bring greater harm than good for digital access, but such harm is not inevitable. Companies and NGOs working to spread access should ensure that the benefits they bring outweigh potential dangers they create or expose and should ensure that quantity is balanced by quality at the corporate and government levels. Only when this balance is achieved can global digital access truly be advanced.
Two journalists have been killed in Syria while reporting on the front line. French journalist Yves Debay was shot twice while covering the conflict between the Syrian regime’s army and rebel forces on 17 January, reportedly killed by a regime sniper. Al Jazeera correspondent Mohamed Al-Massalma was shot with three bullets the following day during fights in the town of Busra Al-Harir in the southern province of Deraa. The Syrian journalist for Al Jazeera, who used the pseudonym Mohamed Al-Horani, was an activist in the revolt against President Bashar al-Assad before he joined the news network. More than 60,000 people have died since the Syrian conflict began in March 2011.
On 17 January, a Cameroonian man who text his friend saying “I’m very much in love with you” had a three year jail sentence upheld. Jean-Claude Roger Mbédé had already served a year and a half in prison for homosexual conduct when he was released on bail for medical reasons in July 2012 — he was malnourished and injured after being assaulted. Cameroon is considered the worst place in Africa for persecution of homosexuals. Last year, 14 people were arrested for homosexuality, 12 of whom were prosecuted.
On 19 January, a journalist in Somalia was killed whilst walking to work. Abdihared Osman Aden, a veteran producer for Shabelle Media Network was shot by unidentified assailants, becoming the fifth Shabelle worker to be murdered in 13 months. Twelve journalists were killed in Somalia in 2012, the highest rate of murders in Africa that year. All the deaths from last year remain unsolved, accoring to Committee to Protect Journalists’ research. President Hassan Sheikh Mohamoud had vowed to establish a task force to investigate the deaths of media workers in November, but has failed to take action so far, according to local journalists.
Google will decline personal information requests from authoritarian governments in Africa, it announced on 17 January. In a press conference in Nairobi, Google Executive Chairman Eric Schmidt said Google are careful where they place servers and staff, as refusing frequent information requests from the government could lead to arrests and harassment.
Rapper Lupe Fiasco was removed from the stage during an event to celebrate Barack Obama’s inauguration. Headlining the StartUp RockOn concert, Fiasco took to the stage at The Hamilton in Washington, saying that he didn’t vote for Obama during a 30-minute anti-war performance. The performance ended with security eventually moving him along for the next performer, after the rapper refused to leave the stage. Co-founders of the festival Hypervocal later released a statement putting the removal of the star down to a “bizarrely repetitive, jarring performance”, as opposed to his opinions. Lupe Fiasco has previously voiced opposition to the Obama administration, when discussing the President ordering drone attacks.
Music has always been a medium to stir up controversy — from glass harmonicas being banned briefly in the 18th century for driving people mad, to the censoring of Elvis Presley’s wiggling hips on the US-based Ed Sullivan show in 1957. Censorship in the music industry is no relic of the past. Only this month, Egyptian authorities announced a bar on “romantic music”. Here are our favourite modern examples of banned music:
Taming the rave
Authorities in England and Wales attempted to curb the fun in 1994, introducing the Criminal Justice and Public Order Act. This defined raves as “illegal gatherings,” putting a stop to any electronic music one might to listen to at an outdoor party. The Act defines banned music as including “sounds wholly or predominantly characterised by the emission of a succession of repetitive beats.” 18 years after the act was introduced, the parties still appear in their masses — as do the police. Sensuality censored
In a bid to halt “vulgarity and bad taste”, music lovers in Cuba were hit with a tough sanction in December: a complete ban of the sexually-charged reggaeton music in the media. Other music genres with aggressive or sexually explicit lyrics will also be curbed, preventing the songs from being played on television or radio. Under legislation passed under President Raul Castro, music can be enjoyed privately, but will also be banned in public spaces — anyone discovered to be breaking the law could be subject to severe fines and suspensions. According to Cuban Music Institute boss Orlando Vistel Columbié, the music genre violates the “inherent sensuality” of Cuban women. One of the most well-known reggaeton artists is the Puerto Rican born artist Daddy Yankee. Here’s his 2004 hit, Gasolina, which probably wasn’t an anthem for rising petrol prices:
Singing a song of silence
On 23 October 2012, Islamist militants took control of a country steeped in musical history, imposing a total ban of all genres of music in northern Mali. The rebel group jammed radio airwaves and confiscated mobile phones, replacing ringtones with verses from the Quran. Three Islamist groups linked to al-Qaeda have taken control of the northern Malian cities of Timbuktu, Kidal and Gao, banning everything they deemed to breach the religious law of Islam, Sharia. Dozens of musicians have fled the area, and many have been threatened with violence should they practice music again. Mali is famed for its rich cultural heritage and many residing there consider music akin to material wealth. Musician Khaira Arby has fled south since the crisis. Here she is with her band Sourgou:
Careless whispers from Iranian government
Iran had a pop at western music in 2005, decreeing it illegal, along with other “offensive” music. The Supreme Cultural Revolutionary Council banned the music from state-run radio and TV broadcasts. The sounds of Eric Clapton, The Eagles and George Michael were often used as television background music until the ban was imposed. President Mahmoud Ahmadinejad left no 80s hallmark unscathed — banning western haircuts like the mullet two years later. George Michael’s 1984 single, Careless Whisper, breaks Iranian law with both music and hairstyles:
Romancing the state
On 13 December, Egyptian authorities banned the broadcast of “romantic” music, insisting that only songs enamoured with the state would be permitted for playing on TV stations. Only nationalistic numbers can now be played on the 23 state-owned channels, and songs mocking public figures will be banned to adhere to the “sensitivity” of the political situation in Egypt. President Mohammed Morsi fervently denied that a decree granting him sweeping powers was permanent recently. Complaints have begun to surface surrounding the musical censorship, with some speculating that it was a move to mask the development of the decree. Egyptian megastar Amr Diab’s most well-known hit, Habibi Ya Nour Al Ain (Darling, You Are The Light of My Eyes), is just one of the many tunes that won’t be heard on the country’s airwaves:
