Taiwan: An interview with politician and heavy metal frontman Freddy Lim on music and censorship

The intertwining nature of music and politics is nothing new. Tom Morello, former Rage Against the Machine guitarist, has been raging against corruption and inept politicians for years. Bernie Sanders, influenced by folk greats like Pete Seeger and Bob Dylan, released an EP of covers with the help of fellow Vermont artists and politicians in 1987. Even former US Secretary of State Condoleezza Rice, a classically trained performer since her adolescent years, played piano alongside Aretha Franklin in Philadelphia in 2010. However, the words “Taiwanese parliament” and “death metal” are not a combination most are familiar with. Freddy Lim, frontman of one of Asia’s most popular heavy-metal bands, Chthonic, is out to change that.

Lim recently won a seat in parliament representing the New Power Party and defeating Chinese Nationalist Party (KMT) member Lin Yu-fang, who had held his seat for 20 years. The election saw an end to KMT control, with Tsai Ing-wen, the Democratic Progress Party, becoming Taiwan’s first female president. Lim, a longtime human rights activist, served as president of Taiwan’s Amnesty International branch from 2010 until 2014. Lim’s unconventional persona — performing in excessive face paint and flaunting tattooed biceps — has been attractive to the country’s youth, who have been receptive to Lim’s political activism around gay rights, government transparency and environmental issues.

Index on Censorship had the chance to discuss Lim’s outlook on Taiwanese politics and the power of music.

Index: What are your biggest goals for your term? Which do you hope to accomplish first?

Lim: I hope that during my term, we are able to deepen the democracy in Taiwan. Within the next four years, I hope we are able to correct a lot of things, including fixing our current referendum laws, reworking our impeachment laws so we can actually vote a public official out of office. I’m hoping to help complete the improvement our legislature through reform — to allow our legislators to be able to conduct investigations when they need to, also to allow the legislature to be monitored by citizens, and to give the legislature the ability to monitor the government.

Index: How do you think music breaks down suppression and censorship in the world? In Taiwan?

Lim: Music is a very special medium. It can break through barriers of language as well as socioeconomic barriers that stem from differing backgrounds and upbringing. It’s also softer, it’s different from preaching, so I think it has a special power to break through boundaries. So, for example, in China they have extensive censorship of the internet, they are prohibited from viewing YouTube and Facebook and a lot of different other methods of coming into contact with various types of important information. But now they’ve found ways around that, to find out the information that they want. And within all of this information, I think music is very special, because through music — for our Chinese fans at least, a lot of them find out about Taiwanese history through listening to Chthonic’s music. It’s different from a lecture, reading theoretical books or just learning from history lessons to get to know Taiwan’s current state. A lot of the Chinese fans that I know came to know Taiwan’s history and came to understand it through Chthonic’s music.

Index: What are the pressures in speaking about taboo subjects like being less reliant on China?

Lim: In Taiwan, when you talk about more ‘taboo’ subjects, actually there aren’t really any taboo subjects because we are a free and open country. So when you talk about these things, such as in China, well, in China they just won’t report on it but in Taiwan it is okay. For example, if you talk about Free Tibet, or supporting the freedom of the Chinese people to pursue democracy. There are peculiar groups in Taiwan that are close to China that will give you some pressure, but in terms of this particular question, when you talk about things like “cutting ties and being less reliant on China”, it’s not really prohibited since most people in Taiwan believe that Taiwan is different from China and is a separate country, so when you talk about being less reliant on China actually there isn’t much pressure there. Things that will cause more pressure might be like supporting Free Tibet, or supporting human rights group within China, or things having to do with democracy in China, or protection of legal rights, there might be some pressure such as through verbal threats, they might call us, or perhaps through the internet we receive threats. Or like previously when Chthonic toured abroad, due to my activities with Free Tibet and support of Chinese democracy, there have been some self-proclaimed Chinese students that have given us pressure, threatening that we should not perform on stage otherwise they were going to kill us or something like that. There are a lot of vocal threats, but we won’t be afraid to talk about these kinds of things because of that.

Index: Do you feel like you deal with censorship more so with your music career or political career?

Lim: Actually, I don’t feel strongly either way; maybe it’s because of my personality, but I don’t think that in either my music or political career I’ve felt censorship because in Taiwan we are fundamentally a more free country and so there isn’t any systemic pressure, they won’t really do anything. However, in reality in business or industry, in terms of doing business, in music you can clearly feel there’s some media outlets, or some music businesses, or events or festivals, if they have closer ties with China or if the group responsible for it is on friendly terms with China they won’t want you to go talking those types of things. So on a certain level, in my music career, in Taiwan, in the entertainment or music industry, there is some degree of pressure, but I feel like for Chthonic this isn’t a huge issue because the Chinese market is not our primary market so we aren’t really inconvenienced by it by any means.

Index: Which political leaders influence you during the songwriting process? What artists/bands do you go to for inspiration?

Lim: For me, when I write songs a lot of my inspiration doesn’t come from political leaders, rather it comes from bands and artists I like, such as some Taiwanese singers like Yu-Tian, Shen Wen Chen, Yeh Qi-Tian, and some that I used to really love such as Chen Yi-Lang, as well as Taiwanese Opera. In addition there are also foreign metal bands like Slayer, I really like Slayer, Pantera, Emperor, these are all bands I really love. In terms of political leaders, I really respect and admire, the one that stands out is the Dalai Lama.

Index: How do you think gatherings like the Chthonic 20th anniversary show can help make people more politically aware?

Lim: I think in terms of soft events, such as our 20th anniversary, the primary focus is still as a fun event, to let everyone have a good time, that is its nature is in entertainment, in the excitement that people get from listening to metal, so I think at its core it is still to let everyone have a good time. Now in terms of politics, I feel like it depends on the circumstance. Of course, we would hope that our fans or people that come to our shows can feel and understand some of our own political views, but the music is still the focal point when we hold these events, and for the political aspect, we just allow this exchange to happen and hope it inspires some people and that’s it.

Index: What do you think the similarities and differences are between the two types of gatherings? How do you work to bridge that gap between the two?

Lim: I think that no matter if it’s a political gathering or a musical gathering, the most important thing is the situation, it’s different from going to a lecture. For example, at a political gathering, I feel like a successful political gathering it is important to consider the logos and ethos of the audience members, whereas in terms of musical gatherings, obviously it is heavier on the ethos because most audience members at a metal show just want to have a good time, to enjoy the music. They’re not going to be analysing your lyrics or picking apart the musical or its composition. However, in political gatherings I feel like the rationale of the audience must be taken into more consideration because the people in the audience are there to logically analyse your presentation. However, I feel that in political gatherings the emotional aspect is still very important, as we can’t focus purely on logic. So how are you going to address [these political issues] with reference to the land, to history, to the people, to the relationships between the people, how are you going to call on that, to touch these emotions and to touch the people and to inspire them to rally with you? I think this is very important.

Index: How has music helped you express your misgivings about the Taiwanese government?

Lim: Actually, our music rarely expresses our misgivings about the Taiwanese government. Our music is focused primarily on Taiwanese mythology, history, legends…oh and some are ghost stories, so actually we don’t really express ‘misgivings about the Taiwanese government’. On the contrary, our music fans will express their own anger towards the government through our songs and at our concerts, sometimes even more so than we ourselves, which is pretty interesting.

Index: What kind of methods do you plan to use to promote free expression in Taiwan?

Lim: I haven’t really thought of methods to promote free expression in Taiwan, I think that Taiwan is already a country that should have freedom of expression, so to protect this freedom is to protect Taiwanese human rights and related institutions, so in this aspect, in interactions between Taiwan and China, or Taiwan and other countries where freedom of expression is suppressed, we need to have a greater precaution in our approach, like right now between Taiwan and China. Although Taiwan itself is already a country that has freedom of speech, because we are too close to China, there have been compromises, some of which I mentioned earlier, such as in the entertainment business, music industry, and publication industry, there has been some self-censorship in order to appeal to the Chinese market, and so I think that if we are going to promote free expression in Taiwan, one of the most important things is to place freedom of expression at the forefront when we are interacting or collaborating with other countries, to have it written into the contracts and so forth so that we do not compromise the value of the free expression that we already have.

Music in Exile: Smockey playlist

Serge Bambara, aka Smockey, is a hip-hop artist, producer and activist within Le Balai Citoyen, or the Citizen’s Broom, a grassroots political movement seeking change in Burkina Faso. His music fuses hip-hop with traditional Burkinabe music, to critique and satirise government corruption, the lack of democracy, poverty and prejudice against women within the country.

His acclaimed Studio Abazon was fire-bombed in September 2015 in retaliation for his role in the ending of the 27-year tenure of former President Blaise Compaoré. Smockey has no doubt the attack was an attempt on his life in revenge for his activism. Thankfully the rapper was in hiding at the time and was unharmed.

Index on Censorship has named Smockey as the inaugural recipient of the Music in Exile Fund Fellowship. As the beneficiary, he will perform live in London, as well as receive training and opportunities to connect with other free speech heroes around the world. Smockey is committed to getting his studio up and running again and creating more music. Here’s just a snippet of his work as a musician and producer.

Smockey – Votez Pour Moi



Votez Pour Moi (Vote for Me) was released at the time of the 2005 presidential elections in Burkina Faso. It is about the dire state of democracy in the country. “This song is very ironic and satirical,” says Smockey. “In it, I play the role of a dictator making many promises he doesn’t intend to keep.” Dictators aren’t known for their sense of humour, but so out of touch was Compaoré’s government that they actually used Votez Pour Moi in their political campaign, playing on the TV every day.

“They didn’t listen to the lyrics and so didn’t realise it was a joke at their expense. Being in power for 30 years, they could only think of themselves,” Smockey told Index on Censorship.

Smockey – A Qui Profite le Crime

The title of this track translates as: who benefits from the crime? It is about the assassination of Thomas Sankara, the revolutionary president of Burkina Faso from 1983 until his assassination in 1987. Smockey is a self-proclaimed Sankarist, a left-wing ideology in the tradition of Sankara, who was murdered during a coup d’état organised by Compaoré.

The opening lines of the song, translated from their original French, are as follows: “So everything was planned from the beginning / For the country, but the finish is death we were served; routine investigation / Who benefits? Who benefits from the cime? / Who knows? / We were misled.”

Smockey – Tomber la Lame

Tombre la Lame (Falling Blade) is a song about female genital mutilation, a practice still common in Burkina Faso. “It happens as a result of local traditions and customs, and also religion, namely Islam,” explained Smockey. “It’s a very bad practice; women get hurt and go on to have complications later in life, such as when giving birth.” FGM is a major problem in West Africa in general, and Smockey wants to “convince people that they have to stop it”. 

Sankara was committed to women’s rights during his brief time in power and outlawed FGM, among other things. “When Sankara was killed, progress on this front was stopped in its tracks, so we have to continue the fight,” said Smockey.

Smockey – A Balles Reelles

In 2008, students in Ouagadougou, the capital of Burkina Faso, faced severe hardship following the sudden eviction from their halls of residence, the closure of essential facilities and the cancellation of welfare payments without notice. Authorities took the action following confrontations between students and police on 22 June 2008.

Balles Reelles, which translates as “real bullets”, is a song criticising the authorities for their harsh treatment of young people. At a press conference, Smockey and his collaborator on the track, the reggae artist Sams’K Le Jah, also criticised the passivity of the students’ parents in the face of the harsh treatment of their children. “Parents are silent when the university is closed and some students have become vulnerable,” Le Jah said.

Les Ambassadeurs de la Liberté d’Expression – Le Droit de Vivre

Les Ambassadeurs de la Liberté d’Expression, or the Ambassadors for Freedom of Expression, is a collaborative project effort including Smockey and other musicians from west Africa who are committed to strengthening freedom of expression in the region. Le Droit de Vivre (The Right to Live) was recorded at Studio Abazon before it was bombed. It is a song against extremism and injustice.

Other artists in the project include Didier Awadi of Senegal, Sissao, Alif Naaba from Burkina Faso, and Marechal Zongo, Josey and Soum Bill from Côte d’Ivoire, among others.

“Not everyone is lucky enough to have a microphone in front of them, so if you have the chance to talk, you have to say something important,” Smockey said of the project. “Art doesn’t just have to be beautiful – it can be beautiful and useful at the same time.”

Smockey: “Not everyone is lucky enough to have a microphone in front of them”

Searching for “dissident artists” online, you’d be forgiven for thinking they are a purely Chinese or Russian phenomenon. But for every Ai Weiwei or Pussy Riot, there are scores of artists and musicians around the world whose persecution does not make the Six O’Clock News.

Serge Bambara — aka Smockey, meaning “se moquer”, or “to mock” — is a hip-hop artist and activist little known outside his home country of Burkina Faso, but who has had a marked impact on political and social developments there.

He combines rap with traditional Burkinabé music and often humour to “spread truth”. “Knowledge is important, and I write as a way of presenting it to the people,” he told Index on Censorship.

Index on Censorship is proud to name Smockey as the recipient of the Music in Exile Fund Fellowship. As the beneficiary, he will perform live in London, as well as receive training and opportunities to connect with other free speech heroes around the world.

“Serge Bambara’s overtly political music has made him a target for entrenched interests in Burkina Faso,” said Jodie Ginsberg, CEO of Index on Censorship. “Throughout his career, he has used his talents to fight for racial equality and battle corruption. We are delighted to have him as the inaugural Music in Exile fellow.”

In September 2015, after two years of serious activism and over 15 years of writing music about the problems in his country, forces loyal to the recently ousted president Blaise Compaoré — obviously unhappy with the truths he was spreading — bombed Smockey’s recording studio, the acclaimed Studio Abazon. The attack was an apparent attempt on his life as revenge for the role his music and activism played in the deposition of Compaoré, according to Smockey.

Attacks on artistic freedom — particularly musicians — almost doubled in 2015. But to understand why Smockey was targeted in such a violent and specific manner, we need to go back to his roots.

Smockey first became interested in hip-hop music through listening to American artists like Public Enemy, Afrika Bambaataa and LL Cool J. He began rapping in Burkina Faso in 1988, before moving to France in 1991 to study. While there, he signed to the record label EMI, but it wasn’t until he returned to his country of birth on a holiday in 1999 that his music took on the political dimension it is famed for today.

“It was around the time of the murder of journalist Norbert Zongo, who was assassinated following investigations into the activist by president Blaise Compaoré,” he said. “Student demonstrators were being beaten by police. It was very disturbing to me.”

Smockey soon packed up his computer and keyboard in France and moved back home to Burkina Faso in 2001. “Seeing the things going on in my country, I had to do something,” he said. “At the time, I didn’t know exactly what, but I knew it would involve music.”

He understands fully the responsibility that often comes with being in the spotlight in a country burdened by so many difficulties. “Not everyone is lucky enough to have a microphone in front of them, so if you have the chance to talk, you have to say something important,” Smockey said. This is the thinking behind subversive songs like Votez Pour Moi (about democracy), Tomber la Lame (FGM) and A Qui Profite le Crime (government corruption).

In the summer of 2013, Smockey co-founded Le Balai Citoyen, or The Citizen’s Broom, with reggae artist Sams’K Le Jah. The grassroots movement was set up in opposition to Compaoré, aiming to bring positive change to Burkina Faso. “As our problems were political, our solutions had to be political also,” Smockey explained.

As for the name and ethos of the movement, he said: “With just one twig, you won’t get much done, but when you bind them together and make a broom you can clean a lot of shit. This is why we always say ‘our number is our strength’ because it is impossible to be defeated if we are united.”

Le Balai Citoyen played a big part in the ousting of Compaoré. It urged the people of Burkina Faso to organise and take to the streets. Following mass demonstrations in late 2014, Compaoré resigned on 31 October after 27 years in power. A transition government, led by the military, was established, which Smockey was broadly supportive of. However, a military coup saw General Gilbert Diendéré — leader of the Regiment of Presidential Security (RSP), Compaoré’s former secret service — seize power in September 2015.

Le Balai Citoyen staged a march to the presidential palace in protest of the coup. Smockey, along with fellow demonstrators, were shot at and then chased through the streets of Ouagadougou by RSP. Although Smockey managed to escape, many others were beaten and arrested.

“We knew we were lucky, but we weren’t able to go home,” he said. On 17 September he went into hiding. Asked whether he is an artist or an activist first, Smockey told Index on Censorship that depends on what he is doing at any one time. His fans tend not to draw a distinction, he explained. Nor did Diendéré, it would seem, whose forces rocket-bombed Smockey’s studio on the same day he went underground.

Studio Abazon was a hub for young and aspiring musicians. “They attacked it because they knew it was an important landmark to the resistance,” Smockey explained. “Their thinking was that you have to kill the leaders, everyone else will go away.”

Prior to the attack, the rapper had received death threats, and although he had the opportunity to flee to Holland, he stayed put. “You can’t talk about strength in numbers if on the first sign of difficulty you are going to run away,” he said.

Diendéré’s rule didn’t last long as he failed to consolidate his authority and came under pressure from international leaders and the army to step down. Smockey came out of hiding and fresh elections were held in Burkina Faso.

“The current government, although it’s not perfect, was chosen by the people so it’s legitimate,” explains Smockey. “Our job is now to be the watchers and guards of democracy.”

The rapper is optimistic about the future of his country and proud of the role his music and activism have played in developments so far. With the progress made, he now plans to put more focus on his music. “I’ve started rebuilding the studio, and have already begun recording artists again, but much more work needs to be done,” he said.

He has plans for a tour of the country and wants to set up a hip-hop festival. “It will create a kind of bridge between rappers, old school and new,” he said. “We’re going to do one big concert every month as a way of keeping people connected.”

Freedom of expression campaigners Index on Censorship and the producers of award-winning documentary They Will Have To Kill Us First are pleased to announce the Burkinabe rapper and producer Serge Martin Bambara (aka Smockey) as the recipient of the inaugural Music in Exile Fund Fellowship.

An icon of democracy in Burkina Faso, Smockey is an artist, music producer and political activist who fuses hip-hop with traditional local sounds and satire. His acclaimed Studio Abazon was fire-bombed in late 2015 in retaliation for his role in the ending of the 27-year tenure of former President Blaise Compaoré.

As winner, Smockey will perform live in London as well as participate in the Index on Censorship Freedom of Expression Awards fellowship week in April 2016 – an intensive week of coaching and networking for global champions against censorship. With high level training in advocacy, fundraising and digital security, Index supports these activists to stand up to the pressure of censorship and continue their battle for free expression around the world.

In September 2015, Smockey’s studio was bombed during a military coup by forces loyal to the former president – an act designed to intimidate him and Burkina’s youth. After seven days of international pressure, the junta returned power to the provisional government but Studio Abazon, a former hub for young and aspiring musicians in Burkina Faso, was damaged beyond repair.

ABOUT MUSIC IN EXILE FUND

The Music in Exile Fund was launched in October 2015 by freedom of expression campaigners Index on Censorship and the producers of award-winning documentary They Will Have To Kill Us First to help support musicians facing censorship in their home countries.

The fund contributes to Index on Censorship’s year-long Freedom of Expression Awards Fellowship programme, helping musicians to build international profile and to create, perform and share their work in a safe environment.

The fund operates under the banner of Index’s Freedom of Expression Awards, which take place in April. This year there will be a specific music category. Music, one of the country’s most important forms of communication, disappeared overnight. Radio stations were destroyed, instruments burned and musicians faced torture, even death.
